Background:
Under its Project “Enhancing skills, competences and capacities for inclusive and meaningful public participation (phase II)”, the OSCE Mission in Kosovo (the Mission) continues to address the challenges and provide opportunities for enhancing public and political participation and representation, focusing particularly on initiatives to enhance the role of women. Through its field operations, the OSCE has a long track record of supporting dialogue and confidence building initiatives bringing together stakeholders from across the Western Balkans region.
Since 2012, the OSCE Mission in Kosovo and the OSCE Mission to Serbia facilitated a series of meetings that brought together prominent women from Prishtinë/Priština and Belgrade to exchange views and best practices on meaningful engagement of women in decision-making in both societies, known as the “Follow Us” Initiative. As part of a joint action plan, the Dialogue Academy for Young Women (DA) from Prishtinë/Priština and Belgrade was established.
Overall, the DA is a unique activity that specifically addresses Prishtinë/Priština and Belgrade relations in the context of OSCE confidence-building measures and enhances the capacities of young women to become leaders of change, in line with the Women and Youth, Peace and Security agendas (UN Security Council Resolution 1325, UN Security Council Resolution 2250). To date, the OSCE has organized ten DA editions. The DA held its first five editions in Stadtschlaining, Austria (2015–2019), before moving online for its sixth edition in 2020. Subsequent gatherings took place in Mavrovo, North Macedonia (2021), Mauerbach, Austria (2022), and Struga, North Macedonia (2023). After celebrating its 10th anniversary in the twin cities of Gorizia, Italy, and Nova Gorica, Slovenia, in 2024 and 2025.
As part of the upcoming 12th DA to be held in Gorizia/Italy and Nova Gorica/Slovenia, in the between September and October, 2026, the Mission is seeking to hire two DA alumnae as a local consultant for peer-to-peer mentoring and co-delivering the DA programme. The selected candidates, will bring first-hand knowledge and experience of the DA from their active contributions in past editions.
The selected consultants will work alongside the appointed international consultant, and the organizing entities, the OSCE Mission in Kosovo and the OSCE Mission to Serbia to co-facilitate the DA and guide the group through the DA programme. Their responsibilities will include facilitating participant interactions, fostering relationship-building, and ensuring that participants feel comfortable, well-supported, and empowered to actively engage in all programme activities.
Over the course of the assignment, the consultants will contribute and co-facilitate sessions/panels that are included in the 10-day DA module. Finally, the consultants will present the DA Network of Alumnae, its core components and features, and further illustrate how participants can effectively engage with it.
In addition to these core responsibilities, the consultants, in close collaboration with the hired facilitator and the Public Participation Section (PPS) Activity Manager will co-design and co-facilitate team-building sessions. As part of this, the selected DA Alumnae will receive the necessary professional guidance and support in order to contribute to effective implementation of the DA programme.
The consultants must ensure equal opportunity for all participants to intervene and contribute to the discussions. They should possess the ability to summarize information in a clear and concise manner; and to be able to co-facilitate the dialogue and exchange of diverse opinions. Furthermore, they must be able to guide the discussion towards productive outcomes/objectives of the programme.
Objective of Assignment:
To contribute to the successful implementation of the 2026 DA by providing expertise and guidance, that ensures a positive and impactful learning experience for all participants.
Duration of Assignment:
The Consultant will be hired for 13 working days.
Tasks and Responsibilities:
- Co-design and co-deliver at least three team-building exercises that promote collaboration, communication, and trust among the participants and equip them with practical and relevant transferable skills, specifically on dialogue, along side the main facilitator and the OSCE Project and Activity Managers
- Co-deliver sessions/panels jointly with the international consultant, as per the final DA programme
- Present the DA Network of Alumnae and how the participants can engage with it, as per the final DA programme
- Provide support to participants on a daily basis to ensure they understand the programme and are able to actively participate in all activities, especially by providing feedback and answering any questions they might have
- Provide logistical assistance and troubleshooting support to the organizers to ensure that sessions run smoothly and the participants have a positive, productive experience
- Final Evaluation Report submitted to the OSCE Activity Manager for review.
Deliverables:
By 31 July 2026:
- Development of at least three structured team-building exercises with clear learning objectives and intended outcomes.
Between 1 September and 31 October, 2026:
- Delivery of a Confidence-Building and Team Dynamics Summary, outlining exercises implemented and their impact on trust and collaboration among participants. Compiled Participant Feedback Document, capturing responses, reflections, and key discussion points from the sessions.
- Summary Note on Confidence-Building Activities, outlining exercises conducted and their contribution to trust and collaboration among participants.
- Brief Assessment Note on Participation, identifying any barriers to engagement and how they were addressed during the sessions.
Between 1 September and 31 October, 2026:
- Documentation of all co-delivered sessions and panels, in line with the final DA programme, including agendas, participant attendance, session materials, and a summary of key discussions and outcomes.
- Coordination Summary Note outlining collaboration with the international consultant throughout the consultancy period, including key coordination points, joint planning inputs, and any adjustments made to ensure coherent session delivery.
Between 1 September and 31 October, 2026:
- Deliver a structured presentation about the DA Network of Alumnae, outlining engagement opportunities.
- Sharing of resources and follow-up opportunities for participants to stay engaged.
- Encouragement and facilitation of networking opportunities among participants.
- Organization of small group activities to promote peer connections.
Between 1 September and 31 October, 2026:
- Regular check-ins with participants to address concerns and provide guidance.
- Maintenance of an open feedback channel to assess participant understanding and engagement.
Between 1 September and 31 October, 2026:
- Ensure real-time logistical coordination during sessions, addressing any issues that arise in a timely and effective manner.
- Ensure smooth transitions between sessions, including the provision of necessary technical support.
- Apply proactive problem-solving approaches to address challenges and enhance the overall participant experience.
By 30 November, 2026
- A detailed final evaluation report summarizing the effectiveness of the training module, participant feedback, results of the pre- and post-evaluation forms, and recommendations for future improvements.
Necessary Qualifications:
- University degree in political science, international relations, social sciences, gender studies or relevant professional experience; with a good understanding of the socio-political situation in the region;
- Alumnae of the OSCE Dialogue Academy for Young Women;
- Strong communication and interpersonal skills and ability to work collaboratively with programme facilitators and participants;
- Demonstrated ability to establish and maintain effective relationships with diverse interlocutors;
- Experience in programme facilitation and delivering training sessions to diverse audiences, while being knowledgeable in managing group dynamics;
- Availability to commit to the DA programme schedule;
- Excellent knowledge of English and Albanian or English and Serbian.
- OCN accreditation in mediation and conflict resolution obtained via the Study Visits to Northern Ireland organized by the OSCE Mission in Kosovo in 2022, 2023 and 2024 is a strong asset, but not mandatory.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
