Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’ s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A vacancy for a fix-term appointment has arisen in the OSCE Presence in Albania for a National Human Resources Officer (NP1).
The post of Human Resources Officer is located in Human Resources Unit within the Fund Administration Unit of OSCE Presence in Albania will be under the direct supervision of the Chief Fund Administration.


Tasks and Responsibilities:

Under the overall supervision of the Chief of Fund Administration, the successful candidate will be tasked with the following duties:

  1. Ensuring the correct and consistent application of OSCE Staff Rules and Regulations as well as other relevant procedures. 

  2. Overseeing the administration of all categories of staff and advising them of their benefits and entitlements. Control the payroll by overseeing data entry and reviewing ORACLE IRMA reports. Ensures new mission members are briefed on duties, obligations, salaries, and 
    social security. 
  3. Advising on disciplinary matters in accordance with established policies and procedures; 
  4. Participating in the annual budget submission. Providing guidelines for drafting job descriptions and ensures they are accurately completed for classification. 
  5. Ensuring the timely recruitment of national and international Mission Members, as well as of staff for short-term. Reviews and approves drafted vacancy notices in Taleo. Supervising and conducts screening of applications for local contracted and international posts. Liaising with
    the Secretariat Talent Acquisition Section regarding nominations
  6. Monitoring contractual status and performance appraisals of all mission members in the area of responsibility. Ensuring timely HR Assistants’ priorities connected to the initiation of step increments, contract extensions, separations, in/out processing procedures


Necessary Qualifications:

  • Education: 
    1. First-level university degree in human resources, personnel management, public/business
    administration, or related field.

  • Experience and knowledge/skills: 
    1. At least 2 years of progressively responsible and relevant professional experience in personnel
    management and administration, including recruiting, contracting and entitlements
    administration
    2. Experience in human resources management in national structures or with an international
    organization
    3. Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint),
    internet. Experience with an ERP software is an asset.
    4. Excellent oral and written communication skills in English and Albanian.
    Other: 
    5. Working knowledge of at least one other language from the OSCE region is an asset
    6. Experience working with integrated HR ERP systems or various digital HR applications/
    solutions.

    Remuneration Package:

        According to the fixed OSCE salary scale, the remuneration is approximately 2,148 EURO , subject to National Social
        Security deductions. OSCE salaries are exempt from taxation.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
