INTRODUCTION TO GGGI

The Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship (Climate Technopreneurship Programme “CTP”) is a five-country initiative supported by the Green Climate Fund (GCF) and implemented by the Korea Development Bank (KDB) in partnership with Global Green Growth Institute (GGGI) and other entities. The program seeks to accelerate climate technology transfer and innovation through joint ventures, capacity building, and investment facilitation (GCF Funding Proposal). Cambodia, as one of the five target countries, will benefit from tailored interventions to strengthen its climate innovation ecosystem, focusing on agriculture technologies, renewable energy integration, water management solutions and other climate related technology solutions. The project will produce the following outputs:

  1. National governance and institutional capacities are established through a Project Steering Committee (PSC) to ensure a secure environment for innovation uptake.
  2. A pipeline of 40 high-potential Cambodian entrepreneurs is identified and nurtured through the National Climate Entrepreneur Accelerator Programme (N-CEAP) to become "JV-ready," with a mandate that at least 30% to 50% of participants are women-led firms.
  3. Collaborative R&DB acceleration services facilitate the matching of qualified local candidates with global innovators to form Joint Ventures (JVs), ensuring the adaptation and "digestion" of international climate technologies for the Cambodian market.
  4. Local-global partnerships gain access to specialized equity investment through the USD 200 million Climate Technopreneurship Fund (CTF) to overcome the "valleys of death" hindering the commercialization of technology-enabled climate solutions.

The project is executed by KDB and GGGI (Components 1 & 4), NHIS (Component 2), and NH ARP (Component 3), in government partnership with MISTI and MoE, over an implementation period of 5 years. 

OBJECTIVES OF THE ASSIGNMENT

The Consultant will provide essential assistance and support to the National Sustainability Management Unit (SMU) to execute intricate, multi-step processes related to sourcing entrepreneurs and building the climate innovation ecosystem. The primary objective is to manage day-to-day stakeholder engagement and provide technical coordination to ensure local firms are prepared for Joint Venture (JV) matching with global technology providers The Consultant is responsible for identifying operational issues, advising remedial approaches, and sustaining GGGI’s standards of quality and service.

The Consultant will provide direct operational and coordination support to the project team of GGGI Cambodia for effective implementation of approved workplans and logframe activities. The Consultant will work closely with consulting firms, project partners, government counterparts, and ecosystem actors to support timely coordination, follow up, and quality implementation of project activities. The Consultant will focus on implementation support, stakeholder coordination, planning, monitoring, documentation, and reporting, and will not replace the technical delivery responsibilities assigned to consulting firms or other implementation partners. The Consultant will assist in identifying implementation bottlenecks, coordination gaps, and operational risks, and propose practical mitigation measures to support timely delivery of project targets.

SCOPE OF WORK

The Consultant will support all project outputs for Cambodia, with a specific focus on Components 1 and 4. Key responsibilities include:

  • Stakeholder Coordination: Facilitate inter-ministerial coordination between the Ministry of Industry, Science, Technology and Innovation (MISTI) and the Ministry of Environment (MoE), and manage daily engagement with Programme partners and consultants.
  • Pipeline Sourcing (Component 1): Support the implementation of the Two-Track Sourcing Strategy, identifying startups (Track 1) and mature firms (Track 2) capable of "technology digestion" (absorbing foreign innovations).
  • Gender Mainstreaming: Execute outreach activities to ensure the mandatory target of 30% (committed) to 50% (target) women-led firms is met in the applicant pool, utilizing the Gender Profiling Form (GPF) for screening.
  • N-CEAP Delivery Support: Assist in the operationalization of the accelerator program, including mentor matching and the customization of 10 training modules for the Cambodian context.
  • Joint Venture (JV) Readiness: Provide technical coordination to ensure the 12 shortlisted finalists are prepared for global matching and eventual equity investment from the USD 200 million Climate Technopreneurship Fund (CTF).
  • Ecosystem Building (Component 4): Assist in drafting the regulatory tools on Climate Technopreneurship and formulating Intellectual Property (IP) regulatory recommendations to secure a safe environment for technology uptake.
  • Data Alignment: Ensure that technical diagnostic data from participating firms align with the Unified MRV Protocol to satisfy GCF reporting standards.
  • Implementation and Administrative Support: Provide coordination, scheduling, follow-up, data organization, and stakeholder communication under the guidance of the GGGI Project Team. Support development and maintenance of implementation tools, including action trackers, stakeholder engagement trackers, applicant pipeline databases, gender monitoring records, and logframe dashboards. Assist in preparation of briefing notes, technical summaries, presentations, meeting records, and internal coordination materials as requested.

This is a full-time position based at the GGGI Office at MISTI. The daily rate for the consultancy is USD 83.

GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month, in accordance with the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice at the beginning of each month for the days worked in the previous month using the template provided.

REPORTING ARRANGEMENTS 
  • The Consultant will report directly to the Senior Investment Officer of GGGI Cambodia for technical guidance and day to day coordination. The Senior Officer, Sustainable Energy, will serve as the Contract Manager and oversee contractual and administrative matters. The Consultant will also coordinate closely with the National Sustainability Management Unit (SMU), relevant consulting firms, MISTI, and the Ministry of Environment.
  • The Consultant shall participate in regular coordination meetings with the GGGI Cambodia project team to review implementation progress, discuss risks and mitigation measures, align upcoming activities, and ensure delivery against approved workplans and logframe targets.
  • Periodic review meetings will be conducted with relevant technical teams, consulting firms, and programme partners to assess progress, monitor output quality, and provide technical feedback.
  • GGGI will facilitate engagement with national partners such as Khmer Enterprise, SME Bank, and gender-related business associations, as well as international entities including KDB, NHIS, and NH ARP, to ensure alignment with the broader objectives of the Collaborative R&DB Programme.
  • The Consultant shall provide brief weekly implementation updates to the GGGI Cambodia team outlining completed tasks, pending issues, key risks, and priorities for the following week.
  • The Consultant may be required to support ad hoc assignments, urgent coordination tasks, and rapid-response inputs related to programme delivery, stakeholder engagement, consultant coordination, or reporting requirements.
EXPERTISE REQUIRED

QUALIFICATIONS

  • Education: At least a Bachelor’s degree in Engineering, Economics, Environmental Science, Business Administration or a related field.
  • Experience: Minimum of 4 years of relevant professional experience in the Cambodian business ecosystem, SME acceleration, innovation programmes, or climate-related project management. Experience supporting innovation, startup, climate technology, green enterprise, or ecosystem development programmes will be considered an advantage. Experience working with consulting firms, development partners, or multi-stakeholder implementation teams is highly desirable. Experience maintaining project monitoring tools, databases, trackers, or dashboards is highly desirable. Experience integrating gender considerations or supporting gender-responsive programme implementation is a strong plus.
  • Technical Skills: Proven ability to manage multi-step processes and coordinate diverse stakeholders across government, private sector, and development partners.
  • Language: Fluency in both English and Khmer (written and spoken) is required for technical reporting and local stakeholder engagement.
  • Core Competencies: Strong analytical skills, commitment to gender equality, and ability to identify operational risks and propose practical mitigation measures.
  • Engagement: Must be nationally engaged and based in Cambodia.

  • Experience working with relevant Cambodian stakeholders (e.g., MISTI, MoE, Khmer Enterprise, MOWA, CWEA) on climate innovation, green finance, and gender mainstreaming.
  • Strong communication skills in English and Khmer to support high-level ministerial coordination and local entrepreneur outreach.
  • Strong analytical and quantitative skills to assess business readiness and market potential for potential CTF investments.
  • Ability to review and synthesize technical information and produce high-quality reports aligned with international donor standards (e.g., GCF, Unified MRV Protocol).
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and experience managing digital platforms for pipeline tracking.
  • Ability to understand complex climate technology concepts and communicate them effectively to local entrepreneurs and partners.
  • Commitment to gender equality, professional integrity, transparency, and respectful stakeholder engagement.
