Job Purpose/Objective
An officer at this level will be deployed in a busy Level 3B Hospital and will be responsible for managing all administrative services. They will oversee and coordinate administrative functions to ensure efficient, compliant, and patient-centered service delivery in the facility, supporting clinical operations and strengthening overall performance in line with Ministry of Health standards.
Key Responsibilities:
Oversee daily administrative operations of the hospital
Develop and implement hospital policies and procedures in line with Ministry of Health (MOH) guidelines
Manage hospital budgets, financial planning, and resource allocation
Supervise administrative staff and coordinate HR functions including recruitment, training, and performance management
Ensure compliance with government regulations, public service policies, and healthcare standards;
Coordinate procurement and supply chain management of medical and non-medical supplies;
Prepare and present administrative and financial reports to hospital management and county health authorities;
Strengthen partnerships with stakeholders including county government, NGOs, and community representatives
Oversee maintenance of hospital facilities and assets
Promote quality improvement and patient-centered service delivery
Health Fleet Management
Maintain Health assets and liabilities
Ensure safety and security of employees and patients within the hospital premises in accordance with the Occupational Safety and Health guidelines
Coordinate the preparation of the hospital annual operating plan and budget
Ensure reliable provision and efficient utilization of electricity, water, gas and communication supplies to the hospital.
Prepare and submit monthly and quarterly reports to the Medical Officer in Charge.

Required Qualifications and Experience:
Higher National Diploma as well as relevant professional qualification.
Desired, 5 years relevant working experience
Higher level technical expertise that requires moderate to long range planning, analysis, problem solving and reporting
Essential Skills and Core Competencies
Healthcare Systems Knowledge: Understanding hospital operations, clinical workflows, and regulatory compliance. Financial Management: Budgeting, cost control, and resource allocation.
Human Resource Management: Staffing, performance management, and labor laws.
Quality and Risk Management: Patient safety, accreditation standards (ISO, JCI).
Leadership and Communication: Ability to lead multidisciplinary teams and engage stakeholders.
Data Analysis and IT Skills: Familiarity with health information systems and data-driven decision-making.
