Scope of work: Under the direct supervision of the MEAL Manager, technical support by WPE MEAL Manger and coordination with MEAL Technical Unit-Yangon, the MEAL Officer will oversee and ensure the functionality of the MEAL system for all WPE Programs across NSS. He will support his supervisor in MEAL-related activities and concerns and will contribute to the achievement of the WPE program goal. He will work closely with WPE program staff and partners/CSOs organization staff and will be supported technically by MEAL Manager and Technical Unit-Yangon. He will reinforce adherence to the GBV guiding principles throughout all MEAL activities in targeted villages. This position will report to the WPE MEAL Manager.

The MEAL Officer will be responsible for the regular preparation, consolidation, and circulation of data collection, compilation, and analysis of reports for WPE program activities. By making accurate, reliable, and timely data and information available, the MEAL Officer will contribute to the comprehensive situational analysis in the communities where IRC and its partners provide services, and will support learning, design, and adaptation of interventions in these areas.

Responsibilities:

Data management and reporting

  • Assist the WPE MEAL Manager in developing MEAL tools to measure WPE program outputs and outcomes.
  • Ensure monthly, quarterly, and annually data are collected in a timely manner (as much as possible) and ensure data accuracy and quality in line with relevant standards and procedures, including donor requirements.
  • Support/lead in data quality audits according to program needs and their timeline.
  • Make sure all data and information are collected, processed, and stored in a safe manner following IRC’s Data Management and Protection guides.
  • Support the use of standard mobile data technology and online dashboards to enhance timeliness and quality of data collection, analysis, and visualization.
  • Ensure proper documentation for activity-related records.
  • Monthly Data Management and monitor partner’s data report.
  • Check Data quality for partners/CSOs organizations.
  • Collect/compile MEAL data from program and partner/CSOs staff, and conduct reviews monthly; submit data to WPE MEAL Manager.
  • Assist in the supervisor’s preparation of monthly, quarterly, and annual reports.
  • Prepare and submit monthly and quarterly work plans and MEAL reports in a timely manner.

Data collection, evaluations, assessments

  • Assist the to identify data collection requirements and methods for log frame indicators and other information needs.
  • Assist in preparation of out coming survey or assessment related to project activities, entry data, and assist in data translation as needed.
  • Manage the entry and initial analysis of data from surveys and assessments.
  • Provide technical inputs in the design of data collection methodologies.
  • Ensure that all activities’ relevant financial documentation is accurately completed and submitted, as required by IRC policies.

 Monitoring visits and data quality assurance

  • Assist in the conduct of regular field visits to undertake activity monitoring (spot checks) and ensure the quality of process, data collected by IRC program staff and partner staff from Northern Shan and Southern Shan to verify the accuracy of reported data.
  • Follow up with all team members and partners to ensure data is submitted accurately and on time; provide technical support as needed.
  • Assist in conducting monitoring visits to the CSO partner organizations and providing technical assistance on partners’ M&E system according to their requirements as needed.
  • Conduct quarterly data quality assurance reviews with IRC and partners. 
  • Assists provide training and capacity building to WPE community-based staff and CSOs staff to effectively implement M&E activities.

Others

  • Support in identifying and documenting appropriate accountability mechanisms for adoption by program.
  • Any other tasks assigned according to program requirements by supervisor.

What should you have?  

Key Requirements

Education:

  • Diploma in Social Science, Public Health, Humanities or other related field or equivalent professional experience.

Work Experience:

  • At least 2 years of professional experience in NGOs in community mobilization, social work, counseling, or psychosocial program.
  • Familiarity with emergency contexts and issues.
  • Clear understanding of and experience related to gender, human rights, and issues surrounding violence against women and girls.

Demonstrated Skills and Competencies:

  • Proven computer skills (MS-Office, internet applications, data management software an advantage).
  • Ability and flexibility to understand the cultural and locational environment, and work with the communities and local authorities.
  • Good English speaking and writing skills.
  • Data analysis and data management skills.
  • Willingness to travel and work in IDP camps and rural villages when requested.
  • Strong desire to work with women and girls and address the issues they face in Shan State.
  • Demonstrate understanding of and ability to maintain confidentiality and respect for clients.
