Organizational Setting and Reporting Relationship
The position of Human Resource Assistant is assigned to the Reward, HR and Health Services Division (BPRS) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.

You will report to Designated International Staff and/or officer.


Your Role
As Human Resource Assistant, you will provide analytical and operational support in BPRS aimed to ensure the quality of HR Services delivery for ADB staff that include onboarding, offboarding, transfers, HR Service desk delivery and other HR related processes.


You will:
Operational Assistance

  • Assist in handling routine queries from ADB clients related to HR transactional processing, administration, and policy in line with all BPRS/BPMSD service standards and procedures, and ADB requirements or directing queries and calls to the appropriate officers.

  • Assist in carrying out a range of duties to maintain and support the HR Service Desk administration processes and procedures covering its transactional/operational HR-related activities to all required standards.
  • Assist in delivering analytical and operational support to develop, implement, review and manage the range of benefits and services administered by BPRS.
  • Assist in processing entitlements and claims, including complex or special cases, to ensure compliance with ADB policies and procedures in relevant work area, including:
    • Review applications and claims to ensure accuracy, and consistency of information;
    • Recommend approval by senior National Staff or Specialist; and
    • Liaise and coordinate with internal counterparts (Controller's Department, Treasury Department, Corporate Services Department and Information Technology Department) and external parties (appraisers, credit investigators, duty station schools, real estate brokers, insurers, comparators, etc.) to ensure that work processes are in compliance with applicable policies and procedures.
  • May provide guidance to other staff on the interpretation and application of relevant policies, as needed.


Business Process Improvement and System Development and Maintenance

  • Ensure efficient client service by working with staff and dependents and providing guidance on the interpretation and application of relevant policies.
  • Monitor the effectiveness of relevant team systems, processes, and procedures and make suggestions periodically for improving them so that issues are brought to management's attention and effectiveness is maximized.
  • Perform other tasks as assigned and reflected in the incumbent's work plan.

Qualifications

You will need:

  • Bachelor's degree in Management, Business Administration or Science, or other related fields.

  • At least 5 years of relevant professional experience (e.g. HR, Service Helpdesk platform, insurance and health services, other employee benefits administration, systems, HR analytics etc.), including at least 2 years in an international organization.

  • Experience working on Human Resource Management platforms (e.g., ServiceNow, Oracle, digital workflows etc.) is an advantage.

  • Experience conducting cost-benefit analysis to support decision-making.

  • Demonstrated ability in setting priorities.

  • Excellent report-writing in English.

  • Proficient in spreadsheets and required information and communication technologies.

  • Experience guiding other administrative staff on assigned area of work.

  • Experience liaising and working with colleagues internally and externally, as required.

  • Experience working collaboratively with teams as a constructive team member·

This appointment is open to internal and external applicants.


This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
