Supervisor: The incumbent reports to the Chief Field Infrastructure & Camp Improvement Programme. Supervisees: Manages a range of Professional General Services staff.
Responsibilities
The incumbent 1- Is responsible for the preparation, monitoring and reporting of all FICIP financial and administrative issues; follows up and coordinates relevant issues with the Finance and Human Resources Departments, ensuring commitment to the Agency’s rules and regulations; prepares the required statistics and reports. 2- Coordinates the tendering process for construction and maintenance projects with all FICIP divisions ensuring consistency and completeness of the tender documents and their alignment with the Agency’s procedures and Technical Instructions. 3- Prepares the Agency Cost Estimate for the detailed designs of all FICIPs construction and maintenance projects, after clearance is obtained from the concerned staff at Infrastructure and Camp Improvement Department-HQs; coordinates with the Procurement Department their submission in the Tender Box on the appropriate scheduled time. 4- Coordinates the pre-classification of contractors; verifies, ensures and follows up the contractor’s bank guarantees/security deposits and insurance validity in line with the contracts’ conditions, spot, report oversight and take an appropriate action, in line with the relevant Technical Instructions and Agency Rules and Regulations. 5- Participates, as a member, in the Technical Evaluation Team (TET) for FICIP tenders, provides technical advice and prepares the final technical evaluation report to be submitted to the Procurement Department. 6- Coordinates, and serves as the main contact focal point, with the Projects Office on the following issues: - Clearing tenders; collecting information on progress of projects and sending summary status for sharing with Donors. - Validating information on Direct Project Implementation Cost (DPIC), outlining supervision, office requirements and other costs. - Keeping a track of the status of expenditure on each donation, and on related line of expenditures for each project. 7- Attends Department meetings and other meetings as advised by supervisor; drafts minutes and assists supervisor in following up on progress and implementation of action points; prepares monthly, quarterly, annual, and ad hoc reports and statistics, as advised by the supervisor. 8- Ensures that all Projects documents are maintained, entered into Facilities Management Information System (FMIS); maintains the Department’s plans, records of tenders, contracts, proposals, references, technical sensitive files, and feasibility studies. 9- Performs other duties as may be assigned by the supervisor
