Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates globally, providing resettlement opportunities to refugees through a network of IOM-managed Resettlement Support Centers (RSCs), movement operations, migration health services, and associated program support functions. IOM Washington provides strategic oversight and direction for all USRAP operations, supporting global partners including the U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM), U.S. Citizenship and Immigration Services (USCIS), the Refugee Processing Center (RPC), and other stakeholders.

The Office of the Global Programme Coordinator in Washington DC oversees all USRAP resettlement activities undertaken by IOM globally. Under the overall supervision of the Global Programme Coordinator, USRAP, and the direct supervision of the Senior Programme Support Coordinator, USRAP, the Programme Coordinator, USRAP Finance and Budget, will have the following duties and responsibilities:

Responsibilities

  1. Support the development of annual USRAP global budgets, mid‑year reviews, supplemental requests, and budget realignments, in close coordination with SRMOs, Project Managers, the USRAP Global Coordination Team (UGCT), the Project Monitoring Unit (PMU) in the Global Shared Services Center (GSSC), and relevant HQ units, including the preparation of consolidated cash‑flow forecasts and financial projections.
  2. Monitor and oversee global USRAP budget execution, financial performance, and expenditure trends, ensuring compliance with IOM financial regulations, IPSAS requirements, and donor conditions, and identifying risks and corrective measures to prevent deficits or negative financial exposure.
  3. Support the preparation, consolidation, quality assurance, and timely submission of financial and narrative reports, including budget analyses, donor‑required financial submissions, and briefing materials for internal and external stakeholders, following coordination, review, and approval by the UGCT and ensuring timely consolidation and validation of information received from field missions in line with donor requirements.
  4. Provide guidance and technical assistance to IOM offices, USRAP Project Managers, RMOs, and administrative staff on the appropriate use of USRAP budgets, interpretation of budget structures, preparation of financial and narrative reports, and application of IOM policies, instructions, and donor regulations.
  5. Document, consolidate, and regularly update USRAP‑specific budget policies, procedures, workflows, and work instructions, in coordination with the PMU, GSSC, and relevant HQ units, to promote consistency, institutional knowledge, and continuity across missions.
  6. Establish and maintain effective record‑retention and back‑up systems for historical and active files related to USRAP budgets, financial and narrative reports, contracts, and donor funds, in line with IOM record‑management and audit requirements.
  7. Identify, recommend, and support the implementation of process improvements and internal control enhancements related to USRAP budget management and financial reporting, ensuring compliance with IOM regulations, IPSAS, and donor‑specific financial requirements.
  8. Serve as a focal point for financial coordination with the U.S. Department of State, Bureau of Population, Refugees, and Migration (PRM) on USRAP budget‑related matters, including liaison with the PRM Budget Officer, in close coordination with the UGCT and relevant HQ units.
  9. Provide substantive support to internal and external auditors on USRAP‑related matters, including preparation of documentation, clarification of budget and expenditure data, and follow‑up on audit observations and recommendations, in coordination with the PMU and relevant oversight functions.
  10. Maintain close coordination with the UGCT, RMM, MHD, PMU, and other relevant HQ units, promote the systematic exchange of financial information and best practices across USRAP missions.
  11. Uphold Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).  Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners. 
  12. Undertake duty travel as required to support financial management, capacity building, and compliance oversight. 
  13. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification such as CA, CPA, ACCA, or CIMA is an advantage.
    Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Management experience at the international level in financial management, budgeting, monitoring and in providing project management support;
  • Familiarity with USRAP program implementation and knowledge of IOM's administrative, financial and business rules and practices is required;
  • Experience in preparing and analyzing a wide range of financial documents, and reports;
  • Substantial experience at international level in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM financial and budget policies, procurement and HR procedures and rules; good understanding of the Organization's budget accountability vis-à-vis the Governing Bodies;
  • Strong written and verbal communication skills and ability to effectively communicate and manage staff; and,
  • High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of IOM accounting systems, software and procedures.

  • Knowledge of IOM/UN finance, supply chain, HR rules and procedures;

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
