Background:
The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Police Inspectorate of Kosovo, Kosovo Correctional Service, Kosovo Probation Service, and Kosovo Agency on Forensic. Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.The project’s overall objective is to support the security sector institutions to advance their strategic and operational capacities and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:
- Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
- Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
- Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.
A fair, transparent, and standardized promotion system is essential for ensuring professionalism, operational integrity, and effective human resources management within the KP. Addressing disparities in promotion opportunities, particularly for non-majority community officers, is critical for strengthening institutional credibility, fostering inclusive leadership, and promoting equal representation across specialized units. Enhancing the capacities of Human Resources (HR) senior management to implement equitable, merit-based, and inclusive promotion processes is therefore a key priority.
In line with this, the Mission will hire an international expert to facilitate a three-day training on the promotion process, designed to enhance HR senior management participants’ understanding of the technical and administrative skills required to implement fair and standardized grading and promotion systems. The expert will place particular emphasis on gender inclusion and equal access for non-majority community officers, introducing mechanisms such as transparent evaluation criteria, mentorship opportunities, and accountability safeguards. By leveraging international best practices to strengthen participants’ knowledge and practical application of inclusive promotion practices, this engagement will contribute to a more professional, equitable, and representative police force.
Objective of Assignment:
The objective of this assignment is to engage a technical expert to modernize the Kosovo Police (KP) advancement framework, ensuring it aligns with international standards of transparency and meritocracy. The expert is hired to provide the specialized oversight and capacity building necessary to transition the KP toward a more robust, standardized promotion system. Central to this engagement is a training program designed to enhance participants’ technical and administrative capacities to implement fair and transparent grading systems. By the end of the training, participants will be able to apply inclusive evaluation criteria and ensure equal consideration of non-majority community officers. Ultimately, this assignment aims to produce a merit-based advancement process that strengthens professionalism, operational integrity, and leadership development within the Kosovo Police
Duration of Assignment:
The Consultant will be hired for 6 working days.
Tasks and Responsibilities:
- Develop the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager and deliver the agenda
- Prepare presentation slides and case studies in consultation with the activity manager
- Deliver a three-day training on the promotion process for Kosovo Police
- Produce pre- evaluation of the participants and the post-evaluation report of the expert. with recommendations for further action by the OSCE Mission in Kosovo.
Deliverables:
- By 8 June 2026, the consultant shall submit the presentation, agenda and corresponding materials to the activity manager for review and comments
- By 15 June 2026, the consultant shall incorporate PDMS comments in training agenda and material and submit the final version to activity manager for approval.
- From 17 to 19 June 2026, the consultant shall conduct a three-day training for 15 participants
- By 29 June 2026 the consultant shall deliver a post-training evaluation report to the PDMS Project Manager summarizing the observations during the training.
Necessary Qualifications:
- A Bachelor’s degree from a university in law, human resources, public administration, social sciences, or a related field
- Minimum ten years of professional experience in human resources management, organizational development, or leadership development within law enforcement or public institutions
- At least five years of experience designing and delivering training programs related to HR processes, promotion systems, or organizational inclusivity
- Proven experience in delivering specialized training on fair and transparent promotion, merit-based evaluation, and inclusive leadership
- Previous professional experience with international organizations is highly desirable
- Knowledge of the Kosovo Police structure, HR systems, and legal framework is an advantage
- Demonstrated cultural sensitivity and sound professional judgment
- Experience in capacity-building or institutional development roles within law enforcement or public sector organizations is an asset
- Excellent spoken and written English is essential
- Strong interpersonal skills and ability to work collaboratively with diverse teams, respecting cultural, religious, and gender differences.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
