Türkiye hosts a large and diverse population of migrants and refugees who face a range of protection risks, including barriers to accessing services, exposure to exploitation, abuse, trafficking, and gender-based violence (GBV), as well as heightened socio-economic vulnerabilities. These risks may be further exacerbated in emergency contexts, particularly for individuals with specific needs.

In response, the International Organization for Migration (IOM) implements humanitarian protection programming through emergency case management (ECM), mental health and psychosocial support (MHPSS), and protection service delivery through Voluntary Return and Advisory Desks, which serve as accessible entry points for information, counselling, and referrals, including for Syrians under Temporary Protection. Programming includes the identification and referral of individuals at risk, including victims of trafficking and survivors of GBV, and ensures access to appropriate assistance and specialized services through coordinated referral pathways, in line with protection principles. It also includes capacity-building of staff and partners, as well as coordination with relevant stakeholders to strengthen the quality, consistency, and coverage of protection service delivery.

Under the overall supervision of the Senior Protection Coordinator and the direct supervision of the Protection Officer (Information Management and Reporting), and in close coordination with the National Protection Officer (Humanitarian Protection) and the Head of Sub-Office in Gaziantep, the Senior Project Associate (HPX – Data and Reporting) will support the implementation and strengthening of protection information management (PIM) and reporting systems. The position focuses on the systematic collection, management, analysis, and reporting of protection data related to humanitarian protection, in line with IOM data protection standards. The incumbent will contribute to the production of accurate and timely data products to support evidence-based programming and reporting, while promoting consistent application of data management practices and supporting coordination across the Protection Unit. 

Responsibilities

  1. Assist in the implementation and coordination of data and reporting activities for humanitarian protection programming.

  2. Compile, clean, validate, and consolidate protection-related datasets, including case management data, applying established data quality standards, consistency checks, and compliance with data protection standards.

  3. Maintain and update case management and protection information management systems, supporting accurate data entry, secure handling of sensitive information, and adherence to confidentiality protocols.

  4. Support the analysis of protection data to identify trends, gaps, and emerging risks, and contribute to the preparation of data-driven insights for programme teams.

  5. Prepare and update dashboards, reports, statistical tables, and analytical products to support internal reporting, donor reporting, and decision-making.

  6. Support the timely preparation and submission of internal and external reports, maintaining accuracy, completeness, and alignment with IOM and donor requirements.

  7. Coordinate with relevant units, including programme, MEAL, and data teams, to support consistency and alignment across data collection, reporting, and information management processes.

  8. Provide technical support to programme teams on data collection tools, methodologies, reporting templates, and use of information management systems.

  9. Support monitoring and evaluation processes through data tracking, indicator reporting, and verification of results in coordination with relevant units.

  10. Respond to data requests and information needs, including data extraction, cleaning, and preparation of tailored outputs.

  11. Contribute to the development and improvement of data management systems, reporting processes, and standard operating procedures (SOPs) related to protection information management.

  12. Support capacity-building activities by providing guidance and training to staff on data entry, data quality, reporting requirements, and use of relevant systems (e.g. MiMOSA or similar).

  13. Attend inter-unit and technical meetings, providing data support and inputs for inter-agency and external reporting processes.

Qualifications

EDUCATION

•    High school diploma with six years of relevant experience; or,
•    Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

EXPERIENCE

•    Experience in data management, data analysis, and reporting, preferably within humanitarian, migration, or development programmes.
•    Experience working with information management or case management systems (e.g. MiMOSA, RIMS, or similar databases).
•    Experience in data cleaning, validation, and consolidation of datasets, applying data quality and accuracy standards.
•    Experience in preparing reports, dashboards, and data visualizations for internal and/or donor reporting.
•    Experience supporting monitoring and evaluation (M&E) processes, including indicator tracking and results reporting.
•    Experience working with sensitive data and applying data protection, confidentiality, and ethical data management principles.
•    Experience working in humanitarian or protection contexts, including with vulnerable populations, is an advantage.
•    Experience supporting collaboration with multiple teams and stakeholders, including programme and technical units, is desirable.
 

SKILLS
•    Strong data management and analytical skills, including ability to clean, process, and interpret datasets.
•    Proficiency in Microsoft Excel (advanced functions preferred) and familiarity with data visualization tools (e.g. Power BI, Tableau) or data collection tools (e.g. Kobo, ODK).
•    Good understanding of data protection, confidentiality, and responsible data management practices.
•    Ability to translate data into clear and user-friendly reports, dashboards, and visual outputs.
•    Strong attention to detail and accuracy in data handling and reporting.
•    Good organizational skills and ability to manage multiple tasks and deadlines.
•    Strong communication and interpersonal skills, with the ability to work effectively with technical and non-technical colleagues.
•    Ability to work independently and as part of a team in a fast-paced environment.
•    Knowledge of humanitarian principles and protection concepts is an advantage.
