Organizational Context and Scope

The International Organization for Migration (IOM) is the UN Migration Agency. With 174 Member States, it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government, and civil society to assist in meeting the operational challenges of migration and mobility, advance understanding of migration issues, encourage social and economic development through migration; and upholding the human dignity and well-being of migrants (including Internally Displaced Persons, refugees, asylum seekers), and other mobile populations. IOM’s Regional Office for the East, Horn and Southern Africa oversees, plans, coordinates and supports IOM activities within the region. Through a team of specialists, the Regional office is responsible for project review and endorsement and provides technical support to Country Offices in the region which include Angola, Botswana, Burundi, Comoros, Democratic Republic of Congo, Djibouti, Eritrea, Eswatini, Ethiopia, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Republic of Mauritius (also covering Seychelles), Rwanda, Somalia, South Africa, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe particularly in the area of project development, project implementation, monitoring and evaluation, resource mobilization, resource management, liaison coordination with regional and sub-regional governments, United Nations agencies and other key partners. 

The overall Better Migration Management Programme is a regional, multi-year, multi-partner programme co-funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ) coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). IOM is one the main implementing partners for the programme along with UNODC and CIVIPOL. The Better Migration Management (BMM) programme aims to improve migration management in the region, and in particular, to address Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) from and within the East and Horn of Africa (EHoA) region. More specifically, the programme is expected to strengthen national and regional migration governance in accordance with the global and regional frameworks; increase national and cross-border cooperation on trafficking and smuggling cases between investigation, prosecution, courts and other state as well as non-state actors in accordance with international standards; and improve the prevention of trafficking in persons and protection of vulnerable migrants at local, national and regional level ensuring appropriate assistance and support for victims of trafficking in human beings, taking into accounts the gender specificity of the phenomenon and the particular vulnerability of women and children. 

Responsibilities

  1. Assist in the planning, coordination, implementation and monitoring of programme activities in line with approved workplans, budgets, and IOM procedures, with a focus on BMM thematic activities.

  2. Compile, summarize, analyse, and present financial and programme data from country offices to support accurate reporting to donors and internal stakeholders, covering TiP/SoM-related data.

  3. Monitor budget implementation and propose adjustments as necessary.   

  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc., with attention to regional coordination aspects.

  5. Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures, highlighting implementation gaps where relevant. 

  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation, with reference to thematic updates.

  7. Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops, on migration management and protection.

  8. Respond to complex information requests and inquiries; set up and maintain files/records.

  9. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project, related to migration 

    management and protection.  

  10. Monitor work of implementing partners and report any non-compliance to the supervisor.

  11. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects, contributing BMM-related inputs.

  12. Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned. 

  13. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with six years of relevant experience; or,
  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Business Administration or related fields from an accredited academic institution with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Good knowledge of the programme management cycle.

  • Good report writing skills, including preparation of results matrices and log frames.

  • Strong writing and communication skills; ability to prepare and present clear and concise reports in English.

  • Knowledge of donor management support, budgeting and donor financial rules and regulations.

  • Computer skills and knowledge of relational databases, Microsoft applications spreadsheets, word processing, etc. is essential.

  • Good analytical skills.

  • Personal commitment, flexibility, efficiency, and drive for results; ability to conduct research and support decision-making under time pressure. 

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

  • Ability to work with a wide cross-section of research partners: Government, NGOs, communities, academic institutions, media, and international donors.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).
