All deliverables specified in this document must be developed in accordance with the activities described in this terms of reference, the methodological steps to be presented in the work plan, and the structure and content defined for the System Modeling Document of the National System for the Control of Fish Product Origin. Accordingly, the work to be carried out by the Consultant shall be delivered in the form of four (4) deliverables, as described below: DELIVERABLE 1 – Technical Note 1 Presenting the work plan, validated through meeting minutes by the technical team designated by the UNODC. The deliverable shall include methodology, implementation phases, meeting schedule, timeline, risks and mitigation measures. Submission format: Editable source file and PDF version. DELIVERABLE 2 – Technical Note 2 Presenting the revision of the system’s functional overview. This Technical Note must be validated through meeting minutes by the technical team designated by the UNODC. Submission format: Editable source file and PDF version. DELIVERABLE 3 – Technical Note 3 Presenting the conceptual view and the database view of the system, validated through meeting minutes by the technical team designated by the UNODC. Where applicable, diagrams, data flows, and integration requirements shall be included. Submission format: Editable source file and PDF version. DELIVERABLE 4 – Technical Note 4 Presenting the complete system modeling document for the National System for the Control of Fish Product Origin, composed of: the compilation of Technical Notes 2 and 3, updated final system modeling documentation; the minutes of meetings held with the technical team designated by the UNODC; the email confirmations of the submission of previous deliverables; and the system modeling file produced in Enterprise Architect®. Submission format: PDF document and Enterprise Architect® file (.qea) (editable files, where applicable).

Duties and Responsibilities

Under the supervision of the UNODC Representative in Brazil and the Global Programme on Crimes that Affect the Environment (GPCAE)  team in Brazil, the Consultant will be responsible for the following tasks: Preparation of a work plan outlining the methodology, phases, working approach, stakeholder consultation approach, timeline for deliverables, validation process, risks and mitigation measures, and schedule of technical meetings required to conduct the requirements analysis and system modeling for the National System for the Control of Fish Product Origin, in accordance with the structure and expected content of the system modeling document to be provided by the project. Participation in two workshops with the technical team designated by the UNODC and relevant partners (such as the Ministry of the Environment, IBAMA, or other designated entities). The purpose of the workshops is to align stakeholders on the methodology, scope, and implementation schedule for the interactive requirements analysis and system modeling process and to present the proposed work plan, including the methodology, key phases, and working approach. Feedback received during these workshops should be incorporated into adjustments to the process and the work schedule, as appropriate. Conducting the requirements analysis and preparing the system modeling documentation for the National System for the Control of Fish Product Origin, using UML notation and the Enterprise Architect® tool (in accordance with the document to be provided by the project). This process will be carried out through both in-person and virtual meetings with the technical team designated by the UNODC. Facilitate the validation process of deliverables (Technical Notes) produced during the requirements analysis and system modeling process through formal meeting minutes, in coordination with the technical team designated by the UNODC. Participation in virtual requirements analysis and system modeling meetings with the technical team designated by the UNODC, through virtual meeting platforms, preferably Microsoft Teams, in accordance with the meeting schedule established in the work plan. The work plan should include at least ten (10) virtual meetings throughout the duration of the consultancy. Submission of the following documentation at the conclusion of the assignment: (a) The system modeling document for the National System for the Control of Fish Product Origin; (b) Minutes of meetings with the technical modeling team; and (c) The system modeling file developed using Enterprise Architect®. The Consultant shall act in an advisory and technical capacity only and shall not represent UNODC before governmental or external stakeholders, nor make commitments on behalf of UNODC.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in computer science, computer engineering, information systems, or information technology; A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university. Minimum of five (5) years of experience in software project management is required. Minimum of five (5) years of experience in requirements analysis, system modelling, and systems development is required. Minimum of five (5) years of experience in web systems design and development is required. Experience in the design and development of systems with geospatial database support (Geospatial DBMS) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in Portuguese is required. Knowledge of another United Nations Language is an advantage.
