The Central Route Charges Office of EUROCONTROL bills route charges on behalf of 41 Member States under a multilateral agreement, as well as other types of charges (e.g. terminal navigation charges) based on bilateral agreements.
The Collection team is responsible for the effective and timely collection of air navigation charges, ensuring that revenues due for air navigation services are promptly recovered in line with established rules and procedures.
Roles and responsibilities
The primary purpose of this secondment within the CRCO Collection team is to contribute to the efficient and timely recovery of air navigation charges.
The role supports the team’s day-to-day collection activities, ensuring effective follow-up and recovery of air navigation charges through the following tasks:
- Monitor and recover air navigation charges for an assigned portfolio of airspace users, in line with applicable procedures and recovery targets.
- Analyse and reconcile payment information related to airspace user accounts to ensure accurate financial follow-up.
- Prepare reports for internal and external stakeholders.
- Liaise with airspace users, leasing companies and Member States to address demands related to payments and debt recovery.
Required profile
- Experience in finance and accounting.
- Understanding of the charging of air navigation fees.
- Experience in accounts receivable and debt collection proceedings.
- Candidates must be proficient users of English at level C1.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials (1) representing Home Organisations (2) in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must include, as part of the submitted application package, a letter of support uploaded in the designated section of the application form. The application will not be considered complete without this attachment. The letter must be signed by the Director General (or equivalent) of the applicant’s Home Organisation. If the signatory is not the Director General for Civil Aviation (DGCA), the DGCA must be copied on the letter. Failure to comply with these instructions will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
(1) A National Official is a person who is currently employed by a national public authority or government body of a EUROCONTROL or ECAC Member State, and who carries out duties on behalf of that State.
National Officials typically hold civil service or equivalent public-sector positions and remain contractually employed and paid by their employer during a secondment.
(2) A Home Organisation is the national authority or public body that employs the National Official and formally supports and finances the secondment to EUROCONTROL.
Examples of eligible Home Organisations include:
- A National Civil Aviation Authority (CAA)
- A National Air Navigation Service Provider (ANSP)
- A Ministry, such as Ministry of Transport, Ministry of Defence, Ministry of Infrastructure
- A State aviation safety or regulatory authority
- A National State Authority
- Another public-sector body acting on behalf of the State in the aviation or ATM domain
