Your hosting unit
Within the Network Management Directorate, the EUROCONTROL Voluntary ATM Incident Reporting (EVAIR) programme is part of the Network Manager’s (Operational) Safety Unit. Its primary role is to facilitate the identification of safety hazards at network level by integrating operational feedback from airlines, ANSPs and aerodromes across ECAC region and beyond. Through consolidation and analysis of this information, EVAIR supports the identification of safety risks and contributes to a coherent, wide sharing of lessons learned.
In addition, EVAIR data supports a wide range of Agency activities, including airborne safety nets (e.g. TCAS), monitoring of Call Sign Similarity/Confusion, Runway Safety, Level Bust prevention, Wake Turbulence prevention, GNSS outages, Loss of Communication, supporting the RMA in calculating the operational risk in RVSM airspace.
ANSPs and aircraft operators, as the primary providers of safety data to EVAIR, are key strategic partners of the Agency, ensuring operational relevance and effective collaboration across the network.
Roles and responsibilities
Your role will be to:
- Process voluntary ATM incident reports.
- Update the EVAIR records using the available tools (e.g. eTOKAI, AI based tools etc).
- Keep information on stakeholder feedback regarding reported ATM-related occurrences up to date.
- Perform safety data analysis.
- Contribute to the update of EVAIR procedures.
- Support the preparation of EVAIR Safety Bulletins and other ad-hoc analysis.
Required profile
- Secondees should be current/former air traffic controller/airline pilot or safety experts with direct ATM operational knowledge.
- Sound knowledge of e-TOKAI would be considered an advantage.
- Experience with EVAIR and/or experience as an investigator would represent an advantage.
- Candidates must be proficient users of English at level C1. The levels relate to the Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials (1) representing Home Organisations (2) in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must include, as part of the submitted application package, a letter of support uploaded in the designated section of the application form. The application will not be considered complete without this attachment. The letter must be signed by the Director General (or equivalent) of the applicant’s Home Organisation. If the signatory is not the Director General for Civil Aviation (DGCA), the DGCA must be copied on the letter. Failure to comply with these instructions will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
(1) A National Official is a person who is currently employed by a national public authority or government body of a EUROCONTROL or ECAC Member State, and who carries out duties on behalf of that State.
National Officials typically hold civil service or equivalent public-sector positions and remain contractually employed and paid by their employer during a secondment.
(2) A Home Organisation is the national authority or public body that employs the National Official and formally supports and finances the secondment to EUROCONTROL.
Examples of eligible Home Organisations include:
- A National Civil Aviation Authority (CAA)
- A National Air Navigation Service Provider (ANSP)
- A Ministry, such as Ministry of Transport, Ministry of Defence, Ministry of Infrastructure
- A State aviation safety or regulatory authority
- A National State Authority
- Another public-sector body acting on behalf of the State in the aviation or ATM domain
