Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR.

The Management Directorate is responsible for the integration, coordination and implementation of services and activities to support, facilitate and contribute to the full JFCNF mission spectrum. The Directorate advises and assists the COS on the implementation of policy and related issues.

The Base Support Group (BSG) is responsible for internal management and coordination of base support operations for JFCNF and collocated entities.

The Health and Environmental and Safety Section (HES) is responsible for ensuring compliance with appropriate health, environmental and safety legislation. The incumbent provides specialised knowledge, support and guidance on activities related to HES and occupational hygiene at JF HQ.

Principal Duties - The incumbent's duties are:
a. Conducts risk assessments, develops and recommends remedial measures to rectify the HES deficiencies.
b. Develops HES policies and directives.
c. Monitors compliance with relevant HES regulations.
d. Maintains continuous compliance on all HES matters with HN authorities and agencies and provides continuity and interface for HQ.
e. Investigates work related accidents and recommends measures to prevent or reduce similar accidents.
f. Conducts workplace audits and inspections, and reports to Management.
g. Plans and coordinates HES education/ training sessions and provides relevant information where appropriate.
h. Stays abreast with the professional developments in his/her professional area.
i. Undertakes work as part of a project team or working group.
j. Participates in training and exercise events.
k. As foreseen by the Host Nation Law collaborates with the HE&S Section Head in the performance of his/her duties.
l. Incumbent is responsible for the correctness of legal based recommendations and advices.
m. Incumbent has authority to stop all dangerous activities.
 

Essential Qualifications / Experience:
- Higher Secondary education and completed higher vocational training in occupational health, health and safety or related discipline leading to a formal technical or professional certification with 3 years function related experience
- or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
- Requires broad HES background, including previous years of experience.
- Experienced in coordination and communication of complex HES issues.
 

Desirable:
- Professional certification(s) in Occupational Health and Safety as recognized by USA. 
- Qualified for First Aid Activities within the workplace.
- Holding a certificate in Occupational Health and Safety Management Systems Requirements OHSAS 18001:2007.
- Working experience in identifying and assessing HES hazards. Incumbent has skills in analysing the cause of hazards and the consequences for the HQ, issuing remedial measures.
- Previous experience in industrial safety.

Must be flexible and adaptive, using own judgment and initiative to resolve conflicts. Capable of handling details. Incumbent must be able to act swiftly in response to identified HES risks. Must be a strong team player, analyze input from management and propose action in sphere of HES. Has clarity of expression both oral and in writing and act tactfully.
 

Professional Contacts: Has daily interaction with senior officers, governmental officials and community representatives at local, national and international levels.
 

Managerial Responsibilities: Incumbent monitors the work of contractors to ensure work is performed in compliance with HN safety laws during the conduct of specialised/heavy works posing great risk to personnel. Incumbent coordinates/advises safety documentation needed in performing works contracted out in compliance with HN safety laws. Liaison with HES specialists from agencies.
 

Professional Contacts: Internal: Incumbent liaise with all JFC HQ staff members on all HES related issues. External: Incumbent is the liaison between JFC HQ and all HN HES agencies.
 

Contribution To Objectives: Incumbent’s work is crucial to the achievement of HES standards; a well developed and effective HES risk management approach reduces the loss of workforce and other assets on all levels in the organization. Informs the senior leadership about critical HES situations and provides them with solutions to stay in accordance with the HN regulations. Contributes to the development, implementation and enforcement of H&S national and international directives and laws. Performance may have an impact on the health and safety of the workplace and staff members.
