Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The objective of the “Strengthening the National Framework for Climate Transparency in Armenia – CBIT 2” UNDP-GEF project (CBIT 2) is to strengthen the institutional and technical capacity in Armenia to meet Enhanced Transparency Framework (ETF) reporting requirements under Paris Agreement in line with national priorities. The project will build on the success of Armenia’s initial Capacity-Building Initiative for Transparency project (CBIT 1) (GEF ID: 10138), by addressing remaining gaps and further strengthening the country’s institutional and technical capacity for climate transparency. 

While CBIT 1 established key elements such as a Measurement, Reporting, and Verification (MRV) system and institutional frameworks, there is a need for stronger regulatory backing, improved coordination, and sustained technical expertise. CBIT 2 will focus on operationalizing and embedding the MRV system into national processes, supported by secondary legislation and clarified institutional roles. It will enhance legal and institutional arrangements, improve the quality and efficiency of UNFCCC reporting, and implement long-term capacity-building and knowledge management strategies. The project also aims to strengthen stakeholder engagement, promote gender-sensitive reporting, and integrate transparency data with national disaster risk systems. Special attention will be given to the inclusion of civil society, academia, municipalities, and the private sector, as well as addressing gender gaps in climate policy. 

Duties and Responsibilities

Under the direct supervision of UNDP Climate Change Programme Manager and overall guidance of the Climate, Environment and Resilience (CER) Programme Analyst, the Project Analyst  will ensure effective, timely, and compliant implementation of the project in compliance with UNDP and GEF requirements, and maintains productive engagement with national and international partners.

The Project Analyst will perform the following functions:

Project Management: Planning, Implementation and Reporting

  • Ensure overall project management. 
  • Plan project activities, ensure effective implementation of day-to-day operations and monitor progress against the approved workplan.
  • Prepare revisions to the multi-year workplan as needed, as well as annual and quarterly plans if required.
  • Manage and monitor project risks (including social and environmental risks), submit newly identified risks to the Project Board for review as well as maintain and update the project risks log.
  • Provide regular progress reports to the Project Board as agreed.
  • Assess major and minor amendments to the project in accordance with UNDP-GEF requirements.

Financial Management and Operational Compliance

  • Manage and monitor project financial performance and ensure budget delivery in line with UNDP and GEF rules.
  • Review and validate expenditure requests, contracts, ToRs, deliverables and payment documentation.
  • Supervise the Project Assistant in financial planning, expenditure monitoring and logistical arrangements.
  • Acts as the custodian of project assets, ensuring proper registration, inventory management, safeguarding and reporting in accordance with UNDP asset management policies. 
  • Manage requests for UNDP financial resources through funding advances, direct payments or reimbursement using the FACE form.
  • Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports.
  • Prepare and submit financial reports to UNDP as needed.
  • Support assessments required by UNDP, including spot checks and audits.

Mobilization and Oversight of Technical Expertise

  • Execute activities by managing personnel, goods and services, including drafting terms of reference and work specifications and overseeing the work of all contractors.
  • Draft ToRs aligned with the project’s outputs and expected results and coordinate TOR development with national partners (as necessary). In coordination with UNDP CO, ensure ownership and participation of key national partners from line ministries in the project’s technical work.
  • Ensure oversight of the hiring of qualified national experts, supervise their work, provide leadership and guidance and act as quality assurance for all the technical deliverables. 
  • Review technical reports, studies and consultant deliverables for quality, consistency and compliance.
  • Ensure alignment with national regulatory framework and strategic planning documents.
  • Provide substantive inputs to:
    • Component 2: Advise on the development and implementation of UNFCCC-aligned national MRV system and enhanced GHG inventory. This includes establishing standardized reporting protocols, tracking mechanisms and ensuring all data collection tools and indicators are innovative, inclusive and gender-responsive.
    • Component 3: Drive institutional and individual capacity-building initiatives by guiding technical assessments, contributing to developing tailored training and mentorship programmes and coordinating international knowledge-exchange events on climate transparency.

Stakeholder Coordination and Partnerships

  • Support stakeholder engagement and ensure that gender equality and social inclusion (GESI) considerations are effectively integrated across project components, activities and deliverables, oversee implementation of the gender and stakeholder engagement plans.
  • Coordinate closely with the Ministry of Environment and relevant institutions, including the Hydrometeorology and Monitoring Center and other sectoral agencies.
  • Organize and facilitate national-level technical events and support information and experience exchange, contributing to national climate agenda development. 
  • Build and maintain strategic partnerships with government entities, civil society organizations, academia and private sector actors.

Monitoring and Evaluation

  • Monitor project progress, identify deviations from the workplan and make course corrections when needed within Project Board-agreed tolerances to achieve results.
  • Monitor events defined in the project monitoring plan and update the annual workplan when required.
  • Prepare the project inception report within one month following the inception workshop.
  • Monitor implementation of project plans, including the gender action plan, stakeholder engagement plan and environmental and social management plans.
  • Prepare Project Implementation Reports (PIR) as required.
  • Ensure timely monitoring of indicators in the project results framework, including preparation of annual updates for UNDP and in advance of the GEF PIR submission deadline. 
  • Monitor and track progress against the GEF Core Indicators, including compilation of progress information and coordination of reporting.
  • Support the Terminal Evaluation process, as required.

Communication and Knowledge Management

  • Lead the development and dissemination of high-quality communication materials, including awareness campaigns, interviews, blogs and public-facing digital content.
  • Promote systematic knowledge sharing by capturing, synthesizing and disseminating lessons learned, case studies and best practices.
  • Facilitate coordination between the Ministry of Environment and international partners to ensure unified messaging and coherent representation at regional and global forums.
  • Identify and leverage opportunities for new partnerships and resource mobilization through proactive external communication and project showcasing.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under direct supervision UNDP Climate Change Programme Manager and overall guidance of the UNDP CO Climate, Environment and Resilience (CER) Programme Analyst the incumbent provides effective and efficient management of the project through a range of actions contributing to the design, planning, management and monitoring of project activities. 

The incumbent is accountable to the Project Board and is responsible for the overall day-to-day management of the project behalf of the Implementing Partner.

The incumbent will inform the Project Board and the Project Assurance roles of any delays or difficulties as they arise during implementation so that appropriate support and corrective measures can be adopted.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Environmental Management and Policy, Natural Sciences or related field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.

Required skills:

  • Experience in managing projects, including design, implementation, monitoring and evaluation, as well as supervising staff. 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.

Desired skills:

  • Proven understanding of the institutional frameworks governing natural resources management and climate policy in Armenia, including national regulatory and policy processes.
  • Proven experience addressing climate change issues within the framework of the UNFCCC, including key technical areas and thematic domains such as Climate Change and Environment.
  • Experience in working, liaising, and collaborating with Government counterparts, UN Agencies, NGOs, civil society organizations and public international organizations, as well as networking and partnership development
  • Prior experience with EU or other donor funded project management and/or implementation.

Required Languages:

  • Fluency in English and Armenian is required.   

Professional Certificates:

  • Certification in project management is an asset.
