In 2009, the World Bank founded its Samoa country office as an extension of the South Pacific regional hub, which is based in Fiji. The Samoa country office actively collaborates with several key government ministries, including the Ministry of Finance, Ministry of Natural Resources and Environment, Ministry of Works, Transport & Infrastructure, Ministry of Communication, Information & Technology, and Ministry of Health. In addition, it works alongside the Lands Transport Authority, Samoa Airport Authority, and the Office of the Regulator. The office also engages with other development partners to implement projects, provide technical expertise, and offer financial assistance, furthering Samoa’s development objectives.
The World Bank Office is seeking to hire an Extended Term Temporary (ETT) staff member to provide essential administrative support activities in Samoa. This position is based in Samoa, and the selected candidate will report directly to the Liaison Officer. The appointment will be for an initial period of one year, with the possibility of extension based on performance and organizational needs. The current staff of the Samoa country office includes a Liaison Officer and a Program Assistant. The office is situated in the Central Bank Building, providing a convenient and strategic location for its operations within Samoa. East Asia Pacific (EAP) is a large and diverse region, ranging from Small Islands States of the Pacific to the Philippines and China. Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role on global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the region, with a leadership role on analytical and advisory services as well as financing.
The Pacific Island Division currently works in nine developing countries in the Region (the Federated States of Micronesia, Fiji, Kiribati, the Marshall Islands, Nauru, Palau, Samoa, Tonga, and Tuvalu). The South Pacific Hub in Suva, Fiji coordinates activities in Fiji, Kiribati, Samoa, Tonga, Tuvalu and Nauru. There are Liaison Offices in Federated States of Micronesia, Kiribati, Samoa, Tonga, and Tuvalu.
Over the past years, the World Bank has substantially scaled-up its program and field presence in the Pacific, with a focus on initiatives that address the challenges of fragility, isolation, size and limited capacity, and create a foothold for wider development engagement with emphasis on country-specific strategies along three axes; (i) encouraging regional/global integration; (ii) building resilience against external shocks; and (iii) promoting economic reform and private sector development.
Duties and accountabilities:
• Provide support to World Bank Group missions and staff visits through involvement in the preparation, coordination, planning and logistics of mission visits, stakeholder consultations, conferences, workshops, negotiations, and any other type of events • Coordinate mission schedules, monitor changes, and communicate relevant information to appropriate internal and external stakeholders, including officials outside the World Bank • Responsible for coordinating security information to the World Bank Country Security Specialist • Facilitate communication between the World Bank Group, the Government of Samoa and its implementing agencies, and the development partner community • Responsible for managing the front desk with the highest level of integrity and hospitality • Incorporate editorial changes in project-related documents, formatting, tables, etc • Provide local contact information such as hotels, transportation, and restaurant to visiting missions and maintain current distribution lists, phone/address lists of contacts • Maintain distribution lists, phone/address lists of project contacts, and distribute documents on behalf of the team • Maintain asset register of the office • Maintain up-to-date project and other files (both paper and electronic) • Support the drafting of routine correspondence, and do translation on a need basis • Assist with VAGST payments, processing consultant travel, and payment for local vendors • Run various routine errands, as required.
Selection Criteria
Attention “Preference will be given to local talent, that is, applicants that are authorized to work in the duty station for any employer. Internal applicants may apply per existing guidelines.”
• A High school diploma with 5 years of experience or equivalent combination of education and experience. University degrees would be an advantage. • Excellent written and oral communication skills in both English and Samoan • Experience working in government organizations, fiscal, economic and aid coordination management agencies would be an advantage. • Strong interpersonal and ability to work independently as well as in teams. • Effective time management and organizational skills and ability to produce high quality work in a multi-cultural environment • Excellent customer service to visiting staff and external clients through sound verbal communication and interpersonal skills • Computer skills, especially in the use of Microsoft Word, Power Point and Excel. • Knowledge of the Government of Samoa government structures and procedures would be an advantage. • High level of discretion in dealing with sensitive or highly confidential matters • Ability to follow through on team priorities
