The Security Information Analyst will report to the Principal Security Adviser (PSA) or Chief of Security Information Operations Centre (CSIOC) as assigned. This duty station has been designated by the International Civil Service Commission as "B" hardship and a family duty station. PURSUANT TO SECTION 10.1(B) OF ST/AI/2025/2 ON THE "STAFF SELECTION SYSTEM," ONLY A CANDIDATE ENDORSED BY THE CENTRAL REVIEW BODY, APPROVED FOR SELECTION BY THE HEAD OF ENTITY, AND WHO ASSUMES THE POSITION WILL BE INCLUDED IN THE ROSTER.

Responsibilities

Within limits of delegated authority, and under the general supervision of the PSA or CSIOC the Security Information Analyst is responsible for the following: • Management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UN Designated Official and Security Management Team to enhance security risk management decision making; •Maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines; •Advises the PSA/CSIOC or equivalent on threats affecting the United Nations; •If assigned as CSIOC, Supervises the Security Information and Operations Centre or similar entity, as appointed; •Identifies and coordinates security information requirements, collection, collation and dissemination of security threat information to PSA, Designated Officials and Security Management Teams; •Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries; •Develops trend analysis, gathers comprehensive information on all factors of insecurity, determines the relevance and validity of security information and the reliability of information resources; •Assists the PSA or CSIOC in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments; •Develops corresponding security advisories and recommendations on security operating procedures; •Develops country-wide security risk analyses, briefing materials and presentations to PSA, CSIOC, Designated Officials and Security Management Teams on security matters; •Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents; •Establishes effective communication channels with security authorities of host countries and other interlocutors; •Ensures timely dissemination of security threat information to mission leadership, Security Personnel; •Develops reports on analyses of security incidents affecting United Nations system personnel, assets and operations; •Develops regional threat assessments in coordination with Chief Security Adviser or equivalent in neighboring countries; •Supervises the activities of the Security Information Analysts (if available) in the SIOC as well as any national staff assigned to the information cell, as assigned; •Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. •Performs other duties as directed by the PSA.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required. A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience

A minimum of seven years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required. Experience in producing talking points, briefing papers and presentations for use by senior-level officials in international organizations or member states, to support decision-making, strategy development, and implementation is required. Experience in strategy development and planning support to United Nations Common System, International Non-Governmental Organization (INGO), or national governmental humanitarian response occurring in a conflict or post conflict environment is required. Experience working in collaborative teams conducting research and analysis addressing multi-dimensional strategic, operational and tactical issues (including trend mapping, early warning, and courses of action development) pertaining to humanitarian operations occurring in conflict or post-conflict context, and their political/social context is required. Experience engaging with analytical networks and recognized sources of analytical expertise on global security matters is required. Experience in developing analytic products supporting humanitarian activities in conflict or post-conflict contexts in the Middle East is desirable. Experience in design and planning of risk mitigation strategies for humanitarian operations impacted by insecurity is desirable. Experience in using applied analytics or information management to advance decisions, strategies and execution is desirable.
