Overview of position

To enhance operational presence and coordination within Libya, the UN Libya Country Team (UNCT) established in March 2022 a UN Common Compound (UNCC) in Tripoli, Libya. This facility operates under a common services strategy with our client as the lead agency, providing a secure and integrated environment for international cooperation.

 Since its inception, the compound has evolved into a vital diplomatic and administrative hub, currently hosting 12 UN Agencies and the German Embassy in Libya. This multi-stakeholder environment requires complex, high-quality common services and a robust infrastructure to support the diverse operational needs of its occupants.

 Managing a high-density compound with diverse range of tenants, necessitates seamless facility maintenance and sophisticated ICT support. Reliability in power, water, climate control, and digital connectivity is essential for the safety and productivity of all staff and residents.

 Under the direct supervision of the admin associate, the Facilities and ICT Support plays a dual- functional role in the day-to-day technical and physical operations of the UNCC.

 On the ICT front, the incumbent is responsible for ensuring that the compound's digital infrastructure, including internet connectivity, local area networks (LAN), and specialized communications systems—is fully functional, secure, and optimized for high-demand diplomatic use. Parallel to these technical duties, the incumbent provides comprehensive facility management support, coordinating routine preventive maintenance, conducting regular inspections of physical assets, and monitoring the quality of essential services such as power supply, water systems, and general repairs.

 By acting as a first-line responder for both technical troubleshooting and structural maintenance requests, the Assistant ensures that service delivery remains seamless for the 12 resident UN agencies and the German Embassy. Through the diligent oversight of external contractors and the proactive management of facility workflows, the incumbent ensures a safe, reliable, and professional environment, directly contributing to the overall operational efficiency and sustainability of the UN’s presence in Libya.

Under the overall supervision of UNCC Administrative Associate , with close coordination with the UNCC ICT Associate, the Facilities and ICT Support, will be responsiblie for the effective support in compound management, administrative support and effective ICT support.

Role objectives

He/She will perform the substantive duties and responsibilities outlined below. The consultant will work on these tasks in collaboration with the JTV, Service Providers and other stakeholders. The consultant is expected to adopt a participative and inclusive approach that will be reflected in reporting.

 1. Compound Management s Administrative Support

• Facility s Villa Maintenance: Provide direct support to the Admin Associate in managing the UNCC compound. Coordinate, track, and monitor daily maintenance and repair requests for residential villas and office spaces, ensuring timely follow-ups with maintenance vendors and housekeeping teams.

• Resident s Accommodation Services: Assist in managing short-stay records and hotel room reservations. Support the administration of the UN Booking Hub, ensuring accurate check-in/check-out documentation and smooth resident communications.

• Asset s Inventory Management: Maintain comprehensive oversight of UNCC physical

assets. Assist with physical inventory verification, and accurate data entry on share point.

 2. Effective Desktop, LAN, and Network Support

• Desktop Support: with a line matrix to the ICT Associate, the incumbent will Install, configure, and maintain hardware, corporate software packages, and electronic

components. Provide daily technical support and troubleshooting to CO staff and UNCC users regarding network access and application usage.

• Internet s IPTV Management: Ensure reliable and high-quality internet connectivity across office premises and residential villas. Monitor bandwidth usage, troubleshoot connectivity

issues, and maintain network performance. Support and maintain IPTV services, ensuring proper functionality and uninterrupted access for all users.

• CCTV Systems Management: Ensure all CCTV cameras across the compound are operational, properly configured, and regularly maintained. Conduct routine checks to verify camera clarity, positioning, and recording functionality, and coordinate timely

cleaning, repairs, and replacements when needed.

 3. Compliance and Reporting

• Ensure adherence to UN operational, safety, and security procedures within the compound.

• Under the guidance of the UNCC Premise Manager, and direct supervision of the Admin. Assistant, the Facilities and ICT Support will provide reliable and safe facilities management services ensuring high accuracy of work. The consultant demonstrates a client-oriented approach, a high sense of responsibility, courtesy, tact, and the ability to work with people of different national and cultural backgrounds.

• The consultant is required to provide periodical progress reports on regular and needs-basis throughout the assignment to monitor progress

• The consultant will be supported by the UNCC team and Operations Team in the Country office as needed to facilitate his/her work.

• The consultant will need to engage with UN Agencies in UNCC, the German Embassy, Security Guards, service providers, JTV Management and others as deemed relevant.

• Our client reserves the right to commission additional inputs, reviews, or revisions, as needed to ensure the quality and relevance of the work, if deemed necessary.

Experience with the UN system and international organizations is a strong asset.

Demonstrated experience and basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks.
