Overview of position

Our client is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, The client provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The client has been operating in Somalia since 1995, providing implementation and advisory support for various development initiatives in the areas of infrastructure, project management, procurement and financial services. Based in Mogadishu, the Somalia Country Office is currently implementing projects across Somalia. From delivering high quality infrastructure for public services to facilitating the reform of the security sector and supporting crisis recovery, The client is an established partner of government and donors alike in Somalia's path towards reconstruction and state-building.


Somalia Country Office

Since 1995, The client headquartered in Mogadishu and part of the East and Southern Africa Multi-Country Office (ESAMCO), has been a trusted partner to the Government of Somalia and international donors. Through the provision of project management, infrastructure, procurement, and financial services, SOCO plays a critical role in supporting national priorities in health, rule of law, security, transport, and resilience. The office has delivered impactful infrastructure projects—including the Immigration Headquarters ($6.8M), Maritime Police Headquarters ($3.7M), and regional hospitals ($20M)—and leads key national initiatives such as the Joint Police Programme ($56.4M). The client also manages large-scale procurement, including over $75M in non-lethal support to security actors. Advisory support to urban resilience and crisis recovery efforts further strengthens institutional capacity, with projects valued at $8.1M, $8.8M, and $7.4M. SOCO’s integrated approach contributes to sustainable peacebuilding and development outcomes across Somalia.


Project Specific- Governance Facility

This Terms of Reference (TOR) forms part of the EU Governance Facility for Somalia, implemented by The client and funded by the European Union (EU). The project builds on previous EU support to state-building, democratisation, federalisation, security, and rule of law in Somalia, and contributes to advancing inclusive governance priorities across the country.

The Governance Facility supports initiatives aimed at strengthening political dialogue, promoting inclusive and credible electoral processes, and responding to emerging governance priorities. Through the mobilisation of technical expertise and operational support, the project contributes to the advancement of Somalia’s inclusive politics agenda and supports key stakeholders involved in governance and democratisation processes.

Role objectives

Pre-Installation Review and Planning

Conduct a detailed technical assessment of the Parliament Chamber, including electrical, networking, and infrastructure readiness.

Review and validate supplier technical submissions, including system design, layout, and installation methodology.

Verify that proposed equipment and configurations align with project specifications and site conditions.

Provide inputs to refine installation plans and ensure feasibility and efficiency.

Develop and apply inspection and quality control checklists throughout the installation process.

Conduct regular site inspections to verify compliance with technical specifications and international standards.

Identify defects, gaps, or non-compliance issues and ensure corrective actions are implemented by the supplier.

Validate that all hardware and software components are installed and configured correctly before acceptance.

Quality Assurance

Supervise the supplier during delivery and installation of all conference system components, including microphones, control units, audio processors, amplifiers, speakers, cameras, cabling, and recording systems.

Verify that all delivered equipment meets required specifications, quantities, and quality standards.

Ensure proper installation practices, including mounting, cabling, labeling, and equipment safety.

Monitor progress against agreed timelines and report any delays or deviations.

Develop and apply inspection and quality control checklists throughout the installation process.

Conduct regular site inspections to verify compliance with technical specifications and international standards.

Identify defects, gaps, or non-compliance issues and ensure corrective actions are implemented by the supplier.

Validate that all hardware and software components are installed and configured correctly before acceptance.

Oversee configuration of the conference management system, including microphone control, speaker priority, and participant management functions.

Ensure proper integration of all system components and compatibility with existing audiovisual and IT infrastructure.

Develop and oversee system testing protocols, including functionality tests and User Acceptance Testing (UAT).

Witness and verify testing conducted by the supplier, including:

Audio clarity and microphone functionality

Speaker output and system control features

Camera tracking and recording functionality

Overall system stability and performance

Ensure all identified issues are resolved prior to final acceptance.

Provide formal technical recommendations for system acceptance and commissioning.

Documentation and Reporting

Review and validate all technical documentation provided by the supplier, including:

System architecture diagrams

Equipment layout plans

Cabling maps

Operational manuals

Prepare and submit regular progress reports highlighting installation status, risks, and performance.

Produce a final installation verification and compliance report.

Training and Capacity Building Oversight

Review and validate the training program delivered by the supplier.

Ensure parliamentary technical staff receive adequate hands-on training on system operation, troubleshooting, and maintenance.

Verify operational readiness of users prior to handover.

Risks, Issues and stakeholder coordination

Identify and manage technical and operational risks related to installation and system performance.

Maintain a risk and issue log and recommend mitigation measures.

Coordinate closely with parliamentary secretariats, technical teams, the supplier, and UNOPS to ensure smooth implementation.

Escalate critical issues in a timely manner.

Project reporting

The role reports directly to the Client Senior Project Manager.
