The DRC Humanitarian Response Roster is looking for skilled Localization Experts in the humanitarian field.

The objective of the DRC Humanitarian Response Roster is to mobilize qualified and committed humanitarian experts for deployments to our UN partners, thereby strengthening the capacity of the UN organizations for more timely, effective, and accountable humanitarian response to people affected by crises. In this role, we are looking for candidates who can undertake a variety of tasks and duties, such as:

  • Lead and advise on localization implementation across humanitarian agencies and coordination structures
  • Facilitate collaboration between local and national NGOs, international NGOs, UN agencies, governments, and donors
  • Mentor and support local organisations in accessing coordination mechanisms, operational platforms, and decision‑making spaces
  • Identify barriers to effective localization (e.g. access, compliance, coordination, funding) and support practical solutions
  • Support engagement with donors and local actors to promote effective and context‑appropriate localization approaches
  • Contribute to learning, analysis, and reporting on localization progress and challenges
  • Facilitate strengthening local leadership through relevant capacity support methods

The Localization Experts will be deployed to our UN partners: OCHA, WFP, UNHCR, UNICEF, UNFPA, FAO, UNDP and IOM as well as to DRC’s field operations in both emergencies and complex protracted situations. The deployment is normally for 6 months.

Profile and qualifications:

We are looking for qualified candidates with extensive experience in the humanitarian field, who meet the following requirements:

  • Relevant educational background (advanced university degree in relevant field).
  • A mix of working experience from United Nations and NGO’s or other local actors are considered a strong advantage.
  • A minimum of 3 years specific experience with localization in humanitarian assistance.  
  • A minimum of 2 years international humanitarian field experience with exposure to the localization agenda.  
  • Proficiency in one (preferably two) official UN languages. English is mandatory, while French is considered a strong advantage.
  • Knowledge and understanding of the complexities involved in refugee and IDP responses.

Screening and selection process

Applications are screened on an ongoing basis, and we may therefore contact relevant applicants prior to the application deadline. Long-listed candidates will be invited for an online test and will be asked to submit contact details for 2 references. If the test result is satisfactory, the candidate may be invited for an interview over Teams. A conclusion on the roster membership will be taken following the interview and feedback from referees. We expect the process to take place from June – August 2026.
