This position is funded by the Trust Fund for the Development of Interns and Visiting Professionals.

In order to be eligible for this funded Visiting Professional position, all applicants must be nationals from countries that appear on the United Nations Statistics Division’s list of developing regions that are a State Party to the Rome Statute of the International Criminal Court.

Some ICC States Parties are currently (as of 31 January 2026) not represented, or under-represented, and we therefore strongly encourage nationals from the following States Parties to apply:

Funding

The Court will provide the selected candidate a monthly remuneration of €1,500 (with a mandatory deduction for emergency health insurance) as well as some financial help for travel purposes for candidates who are not based in the Netherlands at the time of the recruitment. Please note that (i) costs associated with Visas are the responsibility of the selected candidate, (ii) due to the nature of the assignment, participants cannot bring their families with them.

Contract Duration

Visiting Professionals are required to work full time for a period of six months (to be agreed upon prior to commencement).

The Opportunity

The International Criminal Court (ICC) investigates and, where warranted, tries individuals charged with the gravest crimes of concern to the international community: genocide, war crimes, crimes against humanity and crimes of aggression. The Court is participating in the global fight to end impunity, and through international criminal justice, the Court aims to hold those responsible accountable for their crimes and to help prevent the crimes from happening again. Organisational Context

The Human Resources Section is part of the Registry and provides a unified and coordinated approach to Human Resources (HR) matters across the Court and carries out all HR activities in an efficient and timely manner, whilst providing HR advice and support to management within the Court.

The Visiting Professional will work as part of the Human Resources Section’s Legal and Policy Team, under the supervision of the Human Resources Officer (Legal and Policy).

Please note that this position is within the Registry of the Court and focuses on administrative law, and does not involve judicial work within the field of (international) criminal law.

Duties and Responsibilities

In this setting, the Visiting Professional will:

  • Assist in the identification, legal research, analysis and drafting of the Court’s policies;
  •  Assist in the interpretation and application of the Court’s legal, operational and administrative HR-related procedures and policies;
  • Conduct legal research on issues related to international administrative law, international civil service law and international labour law;
  • Provide support with drafting of standard operating procedures, administrative issuances and other (legal) texts;
  • Provide legal advice on issues related to staff benefits and entitlements and employment conditions in conformity with the ICC Staff Rules and Staff Regulations, and the case law of International Administrative Tribunals;
  • Assist in the preparation of memoranda and other documents on any subject assigned that pertains to the Section’s mandate.

Required Qualifications

Education:

All Candidates must have a Law degree or a relevant legal qualification from a recognised university, as well as a keen interest in the overall scope of the above mentioned duties and responsibilities. If available, candidates should specify whether they possess a specialization in either of the following fields: (international) administrative law, employment law,contract law, or the law of international organizations.  Prior knowledge of or working experience in international civil service law or the UN common system are highly desirable.

Experience:

Visiting Professional placements focus on candidates who have extensive experience in their professional careers in relevant fields of work. Candidates for a Visiting Professional placement must have at least 3 (three) years of relevant professional experience.

Knowledge, Skills and Abilities:

  • Knowledge of administrative/employment/civil law within the international or national context;
  • Ability to adapt to multicultural and multilingual working environments;
  • Strong teamwork skills (listens, consults and communicates proactively);
  • Good standard of computer skills (including Microsoft Office applications);
  •  Ability to exercise tact and a high degree of discretion and respect for confidentiality;
  • Knowledge of HR theories, principles and practice would be considered an asset.

Knowledge of Languages:

Proficiency in English, one of the working languages of the Court, is required. Knowledge of French or another official language of the Court (Arabic, Chinese, Russian or Spanish) is considered an asset.
