Mission and objectives

The UN Development Programme is the lead UN agency fighting to end the injustice of poverty, inequality, and climate change. Working with our broad network of experts and partners in more than 170 countries, we help nations to build integrated, lasting solutions for people and planet.

In the Pacific, UNDP provides regional and country support to ten countries (Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and regional support to five countries (Cook Islands, Niue, Papua New Guinea, Samoa, and Tokelau), together with a total population of 2.4 million.

UNDP is guided by a Sub-regional Programme Document for the Pacific Island Countries and Territories 2018-2022, which in turn contributes to the achievement of an overarching UN system-wide Pacific Strategy. The Programme is shaped to assist countries to advance the global 2030 Sustainable Development Agenda tailored to each country's priorities, through focus on data, policy prioritization, participatory planning, and budgeting and monitoring - and with accelerated action to meet the 17 Sustainable Development Goals (SDGs).

UNDP seeks to target the most vulnerable i.e. people experiencing hardship, the marginalized living in remote rural areas, those who are vulnerable to climate and disaster risks, as well as women and youth excluded from socio-political and economic participation. UNDP adheres to an inclusive, pro-poor and human rights-based approaches that leverage cross-practice, multi-disciplinary expertise of UNDP.

Context

The United Nations Development Programme (UNDP) is committed to strengthening financial transparency, efficiency, and evidence-based decision-making through the development of the Pacific Integrated Financial Dashboard (P-IFD).

The P-IFD will consolidate financial data from multiple sources, including ERP systems, project financial reports, and donor reporting tools, into a single, user-friendly, and interactive platform. By integrating these datasets, the dashboard will enable more coherent financial oversight and improved visibility of programme performance across the Pacific Office.

The dashboard will bring together information currently housed in separate systems and transform it into real-time, decision-ready insights. It will support dynamic reporting through run-time queries and filters, allowing users to generate customized outputs, infographics, and visual summaries on demand. In addition, it will enable the visualization of financial delivery trends through intuitive, modern, and visually engaging layouts and features.

The P-IFD will be fully aligned with UNDP corporate reporting platforms and standards, ensuring consistency, reliability, and interoperability with existing systems. It is designed to support data-driven decision-making for programme teams, project managers, the Management Performance & Oversight (MPO) team, and senior management across the Pacific Office.

Furthermore, the dashboard will generate tailored infographics and analytical visuals suited to different levels of decision-makers, ranging from operational project monitoring to strategic executive oversight, thereby enhancing both accountability and performance management across the region.

Task description

Within the delegated authority and under the supervision of the Team Lead of the Management Performance & Oversight (MPO) Team, and in close coordination with, and under the technical guidance of, the Resource Management Specialist and Compliance Analyst, the Financial Dashboard Specialist will undertake the following tasks:

1. Data Harmonisation

a. Conduct a comprehensive assessment of reporting requirements and data needs of the UNDP Pacific Office.

b. Collaborate with the MPO Resource Management Specialist and Compliance Analyst to identify key financial management indicators and data points to be reported.

c. Identify linkages and integrate data from UNDP corporate platforms and approved manual data repositories maintained by the MPO team, ensuring consistency and alignment with official corporate reporting sources.

d. Define and document the approved “source of truth” for each financial and programme indicator incorporated into the dashboard.

e. Develop and document a methodology for data harmonisation and aggregation across diverse country-level and corporate systems, including procedures for managing data discrepancies, refresh schedules, and variations in reporting frequency.

f. Determine data security protocols and user access levels for senior management, programme teams, project teams, and MPO users, including data generation periodicity and quality assurance procedures.

2. Pacific Integrated Financial Dashboard – Engineering and Design

a. Develop a detailed, scalable design for the web-based Pacific Integrated Financial Dashboard (P-IFD).

b. Structure the dashboard to enable intuitive data visualisation, trend analysis, exception monitoring, and reporting of aggregated financial data.

c. Incorporate mapping and segmentation functionalities to visualise financial data across multiple dimensions, including:
i. Geographic coverage (by country and multi-country contexts)
ii. Programme clusters (Resilience & Climate Change; Effective Governance and Inclusive Growth)
iii. Sub-thematic areas (Energy, Health, Climate Adaptation and Resilience, Climate Finance, Governance, Area-Based Programming, Electoral Management, and Identification systems)
iv. Office locations (Fiji, FSM, and Solomon Islands)
v. Donor profiles (e.g. DFAT, EU, MFAT, Global Fund, GCF, GEF, Japan, etc.)
vi. Financial flows (funds planned, disbursed, and utilized by UNDP partners, including governments, NGOs, CSOs, and grant recipients)
vii. Performance indicators (delivery against AWP and Country Office Business Plan targets, pipeline trends, ageing advances, and partner assurance metrics)

d. Design intuitive and interactive visualisation tools (charts, graphs, heatmaps, dashboards, progress indicators) to present complex financial data in a clear and accessible format.

e. Integrate automated validation rules and exception flags to identify missing, duplicated, delayed, or inconsistent data.

f. Liaise with the Results-Based Management (RBM) Specialist to develop a results tracking module within the dashboard.

g. Develop a data backup, archiving, business continuity, and cybersecurity framework to ensure system sustainability and operational continuity.

3. Pilot Testing, Finalisation, and Roll-out of the P-IFD

a. Conduct structured pilot testing and user acceptance testing (UAT) with multiple user groups and resolve technical and functional issues identified during testing.

b. Ensure dashboard outputs reconcile with UNDP corporate reporting platforms (including Quantum, STREAMS, UNDP at a Glance, and other approved systems), including documented variance analysis and resolution of discrepancies. Establish and maintain ongoing quality assurance procedures for all data inputs, transformations, and outputs.

c. Develop a user manual and training materials, and conduct knowledge transfer and training sessions for designated UNDP personnel.

d. Ensure formal handover of all source files, datasets, backend logic, system architecture, administrative rights, and technical documentation to UNDP upon completion of the assignment.
