Mission and objectives

In the Pacific, UNDP provides regional and country support to ten countries (Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and regional support to five countries (Cook Islands, Niue, Papua New Guinea, Samoa, and Tokelau), together with a total population of 2.4 million.
UNDP is guided by a Sub-regional Programme Document for the Pacific Island Countries and Territories 2018-2022, which in turn contributes to the achievement of an overarching UN system-wide Pacific Strategy. The Programme is shaped to assist countries to advance the global 2030 Sustainable Development Agenda tailored to each country's priorities, through focus on data, policy prioritization, participatory planning, and budgeting and monitoring - and with accelerated action to meet the 17 Sustainable Development Goals (SDGs).
UNDP seeks to target the most vulnerable i.e. people experiencing hardship, the marginalized living in remote rural areas, those who are vulnerable to climate and disaster risks, as well as women and youth excluded from socio-political and economic participation. Context
The United Nations Development Programme seeks to engage a Results-Based Management (RBM) Specialist to provide focused and time-bound technical support aimed at strengthening RBM practices across programme and project planning, monitoring, and reporting processes.
During the June–September 2026 period, UNDP will undertake several key programming, reporting, and performance review processes, including the alignment of results frameworks, quality assurance of results-based documents, and the enhancement of staff capacity in RBM application.
The RBM Specialist will play a critical role in reinforcing results orientation across programmes and projects, improving the quality of indicators and theories of change, strengthening results reporting in Quantum, and supporting evidence-based decision-making to enhance programme effectiveness and accountability.

Task description
Within the delegated authority and under the supervision of the Team Lead of the Management Performance and Oversight Team, and in close coordination with the Development Effectiveness Analyst, the Results-Based Management (RBM) Specialist will work closely with relevant programme and project managers, as well as team leaders across the United Nations Development Programme Pacific portfolios.
The RBM Specialist will undertake the following tasks:
1. Strategic Support in the Development of M&E Strategy and Programme Results Assessment
Review and strengthen the Pacific Office Monitoring and Evaluation (M&E) Strategy, ensuring that necessary revisions are identified and incorporated in coordination and collaboration with project M&E teams.
Facilitate the compilation and consolidation of results achieved under the Multi-Country Programme (2023–2027).
2. Quality Assurance and Technical Advisory Support
Review and ensure that all results captured in digital platforms, including Quantum and Quantum+, are compliant with RBM standards and principles.
Support programme teams by facilitating RBM-focused learning sessions, clinics, and workshops to strengthen the application of RBM principles and practices.
Lead the provision of tools, guidance, and process inputs to the software and application development team for the establishment of a web-based results tracking system.
3. Capacity Development and RBM Support
Deliver targeted RBM coaching, mentoring, and on-the-job technical support to programme and project staff.
Develop practical quality assurance tools, including checklists and concise guidance notes, to support projects in developing theories of change, results frameworks, and project-level monitoring strategies.
The RBM Specialist may also be required to perform other RBM-related tasks within the scope of the assignment, as requested by the supervisor.
Results / Expected Outputs
As an active member of the United Nations Development Programme team, the selected individual will provide efficient, timely, responsive, and high-quality technical support on Results-Based Management (RBM) to the Fiji Multi-Country Office (MCO). Expected outputs include:
Compilation of an assessment of the Pacific Office Multi-Country Programme results achieved, including key lessons learned during the 2023–2026 period.
Development and/or revision of the Pacific Office Monitoring and Evaluation (M&E) Policy and Standard Operating Procedures (SOPs) to ensure that the Multi-Country Office remains fully compliant with UNDP RBM standards and that results are effectively reported at both programme and project levels.
Review and updating of results captured in reporting platforms, including Quantum and Quantum+, ensuring alignment with UNDP RBM standards and approved project documents.
Facilitation and technical support for the development of a web-based and interactive results tracking system to strengthen programme monitoring, reporting, and evidence-based decision-making across the Pacific portfolio.
