Duties and Responsibilities

1. Background of the assignment: Transnational organized crime manifests in many forms, including as trafficking in drugs, firearms, cultural property and even persons. At the same time, organized crime groups exploit human mobility to smuggle migrants, undermine financial systems through money laundering and use information and communication technology for criminal purposes. It yields high profits for its culprits and results in high risks for individuals who fall victim to it. From a sustainable development perspective, organized crime has devastating effects, it threatens peace and human security, violates human rights and undermines the economic, social, cultural, political and civil development of societies around the world. The Organized Crime Convention (UNTOC) represents the principal legally binding instrument focused on preventing and combating transnational organized crime. It is a landmark treaty that is close to attaining universal adherence. The consultant is requested to contribute to the work of both the Conference Support Section (CSS) and the Firearms Trafficking Section (FTS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of UNODC. CSS and FTS provide secretariat’s services to the Conference of the Parties to UNTOC and its subsidiary bodies, including the Working Group on Firearms (WGFA) and the UNTOC Review Mechanism. FTS provides through its Global Firearms Programme also tailored legislative assistance to Members States to transpose and implement the UN Firearms Protocol and related criminal law provisions. 2. Purpose of the assignment: The purpose of this assignment is to support the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB) in the implementation of the UNTOC review mechanism (GLOW97) and support the Firearms Trafficking Section (FTS, GLOX34) in the implementation of its interagency, normative and legislative assistance work related to the Organized Crime Convention and the Firearms Protocol. 3. Specific tasks to be performed by the Consultant: Under the overall guidance of the OCB/CSS and OCB/FTS Chiefs, and the direct supervision by the Legal Analyst (CSS) and the Team Leader (FTS), the consultant will perform the following specific tasks: 1) Contribute to the implementation of the UNTOC review process, including by delivering or co-delivering trainings to facilitate the participation States parties in the review process; 2) Support States parties in the review process through, inter alia, facilitating consultations and the dialogue between reviewed and reviewing States on the establishment of timeframes, the requirements of the desk review and related matters; 3) Assist States parties in drafting of documents pertaining to country reviews, including but not limited to the review of implementation of the Firearms Protocol (written feedback, list of observations, summaries); 4) Support the delivery of legislative assistance and legal advisory services of FTS, through inter alia development / review of national legislative assessment and gap analysis reports; keep track and monitor the delivery of legal assistance work through periodic meetings of the legislative review committee of FTS; conduct legal research and provide inputs to legal reports. 5) Contribute to the servicing of the 13th session of the Conference of the Parties including facilitating consultations for the adoption of possible resolutions on organized crime and firearms, and supporting the organization of side events on organized crime and firearms. 6) Support inter-agency coordination on firearms through inter alia participating in periodic meetings of the UN Coordinating Action on Small Arms and Light Weapons Mechanism (CASA) and supporting the inter-agency task force to implement the EC Decisions on SALW; 7) Support the development of legal tools, eg. an Issue Paper on the Human Rights dimension of the Firearms Protocol. 8) Support targeted fundraising efforts for UNODC’s intergovernmental, normative and legislative work on firearms.

Qualifications/special skills

Education: • An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, international law, and/or criminal law or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: • A minimum of two years of progressively responsible experience in crime prevention and criminal justice is required; • Experience in analysis of legislation/legal research in the area of crime prevention and criminal justice, and/or organized crime or closely related issues is desirable; • Previous work experience in an international organization is desirable; • Previous work experience in supporting intergovernmental processes is desirable; • Previous experience with review mechanisms of UN Conventions is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
