The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. This position is located in the Business Transformation Unit within the Deputy Chief Executive of Pension Administration Office of the United Nations Joint Staff Pension Fund (“UNJSPF” or “the Fund”) – Pension Administration. The role of the Business Transformation Unit is to actively identify and implement transformation and change management solutions to align organizational performance and change initiatives with the strategy, to guide and support continuous improvement and modernization and to deliver Pension Administration services in a more effective, streamlined, client-orientated, and innovative manner. The Senior Programme Management Assistant reports to the Chief of Business Transformation Unit (BTU) under the overall guidance of the Deputy Chief Executive of the Pension Administration and the position is located in New York.
Responsibilities
· Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives including Continuous Improvement, Process Mapping and Streamlining, Performance Measurement (KPIs), Benchmarking and Benefits Monitoring, seeking guidance only in exceptional circumstances. · Researches, compiles, analyses, summarizes, and presents basic information/data on wide range of programmes/projects and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties. · Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. · Prepares newsletters on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc. · Identifies opportunities for improvement and efficiency of business processes; review and analyse solutions, working with process owners and other subject matter experts to identify scope of processes to be examined, develop process maps, identify potential improvements, establish success criteria; · Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational services/sections/units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on actions, track benefits and resolve issues related to project implementation. · Arranges for formal closures of projects, conduct lessons learned workshops, final budget revision, clearance, publication and distribution of final report. · Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. · May undertake mission in support of above activities and BTU programmes/projects/initiatives, e.g. focus group discussions, workshops for programme/project activities. · Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities. · Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. · Assists with visualizations and updating information material such as web pages or brochures. · Updates and maintains the BTU intranet site, knowledge base and repositories. · Organize knowledge-sharing sessions – virtual and in-person. · Provides guidance and training to PA staff on BTU programmes/projects/initiatives. · Performs other duties as assigned.

Work Experience
A minimum of ten (10) years of progressively responsible experience in business process management, lean methodology, operational excellence, business analysis, business consulting, change management, project management, or a related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. Excellent communication skills in cross-functional, matrixed environments, with a proven ability to communicate and engage with a variety of stakeholders is required. Experience in Pension Fund administration or Financial Services Industry is desirable. Experience in projects using proven methodology (e.g. Lean, Kaizen, etc.) to improve or automate processes is desirable. Experience in project management or change management using proven methodology (e.g. PMP/PMI, Prince2, Agile, Prosci, etc.) is desirable. One year or more of experience in business intelligence, data analytics or related area is desirable.
