Duties and Responsibilities
Under the overall supervision of the Head of the UN-SPIDER Beijing Office and in close coordination with UNOOSA/UN-SPIDER, the Ministry of Emergency Situations of the Kyrgyz Republic, and other partner institutions, the consultant will perform the following tasks: A. Pre-mission preparation and coordination • Support UN-SPIDER in finalizing the detailed TAM programme, meeting schedule, participant list, institutional visit plan and logistical arrangements in Bishkek. • Serve as a local liaison point between UN-SPIDER and the Ministry of Emergency Situations, including the Department of Monitoring and Forecasting Emergency Situations, the Crisis Management Centre, Kyrgyzhydromet and other relevant MES units. • Coordinate, through MES and UN-SPIDER, with other ministries and agencies expected to participate in the TAM, including mapping, cadastre, geodesy and cartography institutions; water, agriculture and natural resources institutions; scientific and academic institutions; humanitarian partners; and UN agencies. • Follow up with presenting institutions to ensure they receive the TAM presentation guidelines and understand the expected format, timing and content of their presentations. • Prepare and maintain a consolidated contact list of national focal points, technical staff, interpreters, meeting hosts, logistical contacts and participating experts. • Support collection of background documents, presentations, policies, organograms, data inventories, reports and other materials requested by the TAM expert team. • Review the Kyrgyzstan country profile, pre-mission questionnaire, agenda and other preparatory documents to identify gaps, inconsistencies or items requiring confirmation by MES or other national institutions. • Prepare a short pre-mission briefing note for the UN-SPIDER team summarizing stakeholder readiness, pending information, key coordination issues, logistical arrangements and possible sensitivities. B. Translation and language support • Translate selected TAM-related materials from English into Russian and, where necessary, support translation into Kyrgyz or review Kyrgyz-language terminology in coordination with national counterparts. • Translate or review translations of mission slides, presentation guidelines, questionnaires, agenda notes, meeting briefs, handouts, templates and selected technical content for national stakeholders. • Translate selected national materials, institutional summaries, policy extracts, contact information and technical inputs from Russian and/or Kyrgyz into English for use by the UN-SPIDER team and international experts. • Ensure that technical terminology related to disaster risk reduction, emergency response, remote sensing, Earth observation, GIS, early warning, geospatial data infrastructure, satellite emergency mapping and UN-IGIF strategic pathways is translated consistently and accurately. • Provide interpretation support during meetings and technical discussions when required and when simultaneous or formal interpretation services are not otherwise available. • Maintain a bilingual glossary of key terms, acronyms, institutions and programme names relevant to the TAM. C. In-country mission support during 8-10 July 2026 • Provide day-to-day coordination support during the TAM, including confirming meeting venues, timing, participants, interpretation requirements, transportation movements and documentation needs. • Assist the UN-SPIDER team and international experts during meetings with MES and other national stakeholders by facilitating introductions, clarifying local institutional context, and helping ensure that questions are addressed to the appropriate institutions. • Take structured notes during meetings, capturing key points, evidence, institutional roles, datasets mentioned, systems demonstrated, challenges raised, capacity needs, partnership opportunities and follow-up actions. • Document specific findings against the nine TAM/UN-IGIF strategic pathways: governance and institutions; policy and legal; financial; data; innovation; standards; partnerships; capacity and education; and communication and engagement. • Collect digital copies of presentations, maps, data inventories, organograms, policy extracts, reports, project summaries, training materials and any supporting documents shared by national stakeholders. • Support the team in organizing small-group discussions and synthesis sessions, including compilation of issues, recommendations and action points emerging from the mission. • Assist in preparing the final debriefing materials, including validation of institutional names, mandates, acronyms, data sources, ongoing initiatives and proposed follow-up actions. • Support communication between the TAM team and national counterparts throughout the mission, including follow-up requests for clarification or missing information. D. Substantive contribution to the TAM report • Prepare written inputs for the TAM report, including summaries of institutional meetings, key findings, national capacities, identified gaps, local priorities and possible recommendations. • Provide pathway-based inputs to the TAM report, especially on Kyrgyzstan-specific institutional arrangements, policy frameworks, operational workflows, data access, coordination mechanisms, capacity-development needs and international cooperation opportunities. • Contribute to sections of the report that describe the national disaster risk profile, the disaster management system, space technology and geospatial data institutions, early warning arrangements, international mechanisms, capacity-building initiatives and development cooperation. • Prepare or update annexes for the TAM report, such as participant lists, institutional contact lists, meeting summaries, document inventories, glossary of acronyms, and list of national systems or datasets mentioned during the mission. • Support the formulation of realistic short-term, medium-term and long-term recommendations that reflect local institutional realities and are aligned with national priorities. • Respond to follow-up questions from UN-SPIDER and the TAM expert team during the drafting and review phase of the report, including requests for clarification, additional information or verification of facts. E. Fact-checking, validation and quality assurance • Fact-check the draft TAM report, country profile updates, questionnaire responses and related mission documents to ensure accuracy of institutional names, acronyms, mandates, contact details, legal references, programme names and descriptions of national systems. • Verify, in coordination with MES and relevant agencies, information on international mechanisms such as Sentinel Asia, the International Charter Space and Major Disasters, Cospas-Sarsat, regional DRR platforms and development cooperation projects. • Check that descriptions of national systems, including the Unified System for Comprehensive Monitoring and Forecasting of Emergency Situations, the MES Crisis Management Centre, Kyrgyzhydromet, CAIAG and other institutions, are accurate and acceptable for inclusion in the TAM report. • Identify sensitive, incomplete or uncertain information that should be marked for confirmation before circulation of mission documents. • Review English-language text from a local-context perspective and advise where phrasing may need adjustment for accuracy, diplomacy or clarity. • Coordinate with national counterparts to obtain missing facts, corrections, updated contact details and official confirmation where required. F. Follow-up, knowledge management and communication • Prepare a concise mission follow-up matrix listing pending actions, responsible agencies, required inputs, deadlines and status updates. • Support post-mission communication with national stakeholders, including requests for additional documents, factual corrections, clarifications and validation of draft report sections. • Prepare a short lessons-learned note on local coordination, translation, stakeholder engagement, data availability and recommendations for future UN-SPIDER activities in Kyrgyzstan and Central Asia. • Ensure that all documents, presentations, notes, translations and correspondence relevant to the assignment are organized and transmitted to UN-SPIDER in editable digital format.
Qualifications/special skills
•High school diploma or equivalent is required. • A minimum of five (5) years of relevant professional experience in disaster risk reduction, emergency management, geospatial information, remote sensing, climate risk, public-sector coordination, international development or related fields is required. • Experience working with government institutions in the Kyrgyz Republic, especially ministries or agencies involved in emergency situations, hydrometeorology, geospatial data, land resources, water, agriculture, environment, science or academia, is highly desirable. • Experience supporting UN, international organization, donor-funded or intergovernmental missions, workshops, trainings, evaluations or technical assistance activities is desirable. • Experience documenting technical meetings, drafting reports, synthesizing stakeholder inputs and fact-checking official documents is desirable. • Experience with disaster risk management systems, early warning, GIS, remote sensing, satellite data, multi-hazard risk assessment or geospatial data platforms is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in English and Russian, both oral and written, is required. Knowledge of Kyrgyz is highly desirable. Ability to translate technical content accurately between English and Russian is required; ability to support interpretation during technical meetings is desirable.
