ORGANIZATIONAL CONTEXT
The position is based in HQ, Global Privacy Office at HQ Rome and reports to Director of the Global Privacy Office. Under the direct supervision of the Global Data Protection Officer (DPO), the incumbent provides strategic, managerial, technical, and operational support to implement WFP’s Privacy Programme. The role ensures coherence, continuity, and high-quality delivery of privacy initiatives across Headquarters, Regional Offices (ROs), and Country Offices (COs).
THE ROLE
The job purpose is to lead the effective implementation of WFP’s global Privacy Programme by providing strategic, technical and operational guidance across HQ, Regional and Country Offices. The role contributes to the development and rollout of privacy governance frameworks, tools and processes, ensuring responsible data management aligned with corporate requirements.
KEY ACCOUNTABILITIES
Under the guidance of the Data Protection Officer, the incumbent will:
Strategic & Programme Leadership:
- Lead or support the consistent development, rollout, and enhancement of WFP’s global Privacy Programme across Headquarters, Regional Offices and Country Offices.
- Manage strategic planning, coordination, and monitoring of the GPO management plan, work plan, service catalog, and privacy-related corporate priorities.
- Translate complex privacy and data protection principles into operational models, processes, KPIs, training and tools.
Privacy Programme Design & Implementation:
- Support the design, operationalization, and refinement of existing privacy governance structures, governance mechanisms and different risk management tools according to WFP's unique operational needs.
- Define and manage monitoring, reporting, and accountability mechanisms for privacy compliance aligned with the Implementation Plan, GPO's KPIs and corporate priorities.
- Lead the integration of privacy-by-design approaches within WFP operations and systems.
Stakeholder Engagement & Coordination:
- Privacy Advocacy, maintaining strong relationships with HQ stakeholders, ROs, COs, donors, UN agencies, privacy governance bodies and community of practice, to ensure consistent operationalization of privacy standards internally and externally.
- Facilitate missions, high‑level workshops and trainings, governance meetings, and donor consultations.
- Facilitate privacy advocacy/ comm materials to launch the GPO products and services.
Technical Advisory & Analytical Work:
- Provide expert guidance on humanitarian data protection risks, governance models, operational controls at HQ and country offices and operational privacy mechanisms.
- Manage the production of high-quality reports, analyses, briefs, policies, and presentations for internal and external stakeholders.
- Coordinate data gathering for cross-divisional and corporate privacy reporting and oversight.
- Identify risks to privacy project delivery and propose mitigation measures.
Knowledge Management & Continuity:
- Capture lessons learned and systematically maintain privacy institutional documentation.
- Ensure effective onboarding, capacity building, and dissemination of privacy tools, processes and guidelines.
- Uphold strict confidentiality and WFP data protection requirements.

QUALIFICATIONS AND EXPERIENCE
Education:
- Advanced university degree in relevant discipline (including but not limited to Law, International Relations, Economics, Business Administration, Project Management, Information Technology)or First University Degree with additional years of related work experience.
- Certifications in Privacy and Data Protection is desirable.
- Knowledge of international security management systems industry standards (ISO 27001, ISO 27701, NIST…) is desirable.
Experience:
- At least 8 years of progressively responsible professional experience in programme, project management, Data protection, Privacy, including advisory work for senior leadership.
- Proven experience in developing, implementing or maturing Global Privacy and Data Protection compliance programs and risk management tools and monitoring mechanisms in large corporations.
- Experience in large humanitarian settings, with demonstrated understanding of operational constraints, protection considerations and humanitarian principles. working in a global, large-scale, complex, and fast-paced environments.
- Experience working autonomously with minimal supervision and as part of a team, well as to cooperate within a team, across different regions and time zones.
Language:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
MORE ABOUT YOU:
- Strong understanding of Data protection and Privacy frameworks, Principles and privacy by design methodologies.
- Ability to identify Data Protection related risks and gaps based on corporate environment, developments and projects.
- Excellent communication, negotiation and analytical skills, with the ability to write concisely and synthetize information from a variety of sources.
- Demonstrated cultural sensitivity and diplomatic skills.
- Demonstrated problem solving skills; client focus and results oriented.
- Ability to work harmoniously with people of different national and cultural backgrounds.
- Effectiveness orientation and pro-activity.
- Ability to coordinate complex workstreams and deliver under pressure.
TERMS AND CONDITIONS
- This is an International Professional position and is open to all nationalities.
- Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
- The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
- This position is open to both internal and external candidates.
