Position Overview
The Protection Analysis Officer is responsible for the production of high‑quality, timely, and rigorous protection analysis to inform programmatic decision‑making, coordination, and advocacy priorities of the IRC Ukraine Country Office. Based in Kyiv for a minimum of 70% of the time, the position plays a central role in strengthening evidence‑based understanding of protection risks, trends, and vulnerabilities affecting conflict‑affected populations.
Under the supervision of the Senior Protection Analysis Manager, the Protection Analysis Officer leads qualitative and mixed‑methods analysis, including thematic coding and synthesis of protection data gathered through key informant interviews, partner inputs, and secondary sources. The role focuses on transforming complex and diverse data into clear analytical products such as quarterly protection analysis reports, briefs, and area‑based analysis outputs. In addition, in close collaboration with the MEAL Senior Officer, the Protection Analysis Officer will jointly maintain the protection monitoring dashboard and ensure the visualisation of quantitative data in Power BI remains accurate, up‑to‑date, and accessible to relevant stakeholders.
The position works in close collaboration with the Protection Officer (Localisation) within a shared analytical workstream, contributing to joint analysis initiatives, including area analysis workshops, and supporting engagement with protection coordination structures and partners. Through these functions, the Protection Analysis Officer contributes to improving the quality, consistency, and relevance of protection analysis, ensuring it effectively informs program design, strategic planning, and advocacy efforts.
Job Responsibilities
Leadership:
· Provide technical leadership on protection analysis, supporting the development and application of sound analytical frameworks, qualitative coding approaches, and interpretation of findings, ensuring that all analysis is aligned with and guided by the Protection Analytical Framework.
· Synthesize cross‑sector program data and insights to strengthen understanding of systemic protection concerns, service‑related risks, and evolving vulnerabilities, ensuring alignment between analysis and operational realities.
· Support a collaborative analytical culture within the Protection Analysis Unit, working closely with the Protection Officer (Localisation) and contributing constructively to shared analytical workstreams.
· Provide technical guidance and coaching to colleagues, as appropriate, on analytical thinking, use of findings, and interpretation of protection trends.
· Proactively identify analytical gaps, emerging risks, and priority issues, and communicate these clearly to the Senior Protection Analysis Manager to support timely and informed decision‑making.
· Uphold IRC policies, safeguarding standards, and the IRC Way in all aspects of work, promoting integrity, accountability, and respect within the team and in inter‑unit collaboration.
Project management
· Plan, manage, and implement protection analysis activities in line with agreed objectives, timelines, and priorities, ensuring timely delivery of high‑quality analytical products.
· Develop and maintain clear workplans for protection analysis outputs, including quarterly analysis reports, analytical briefs, and area‑based analysis products. Maintaining the high-quality of Protection Monitoring PowerBi dashboard.
· Coordinate the analytical workflow across internal stakeholders, including MEAL, Case Management, Legal Aid, Child Protection (CP), and Women’s Protection and Empowerment (WPE) teams, ensuring relevant program data and insights are incorporated into analysis.
· Support the design, preparation, and follow‑up of area‑based and thematic analysis exercises, including analysis workshops, from an analytical and content perspective.
· Ensure that analytical products are methodologically sound, contextually relevant, and aligned with protection priorities, donor requirements (where applicable), and coordination needs.
· Maintain structured documentation of analytical processes, methodologies, and decisions to support continuity, learning, and institutional memory.
· Contribute analytical inputs to program design, strategy development, and adaptation processes, ensuring that protection risks and trends inform operational decision‑making.
Coordination
· Engage regularly with internal IRC units, including MEAL, Case Management, Legal Aid, Child Protection (CP), and Women’s Protection and Empowerment (WPE), to ensure alignment between programmatic data, analysis outputs, and protection risk monitoring.
· Facilitate the sharing and validation of analytical findings with internal and external stakeholders, ensuring consistency of messaging and appropriate use of evidence.
· Support inter‑agency and multi‑sectoral analytical initiatives, including joint or area‑based analysis exercises, as relevant to the response.
· Coordinate with the Protection Cluster on data collection and analysis for the Protection Risk Monitoring System, ensuring IRC's contributions are timely, methodologically consistent, and aligned with cluster-level priorities.
· Contribute analytical inputs to coordination discussions to inform priority‑setting, response adaptation, and advocacy.
· Ensure that protection analysis products are appropriately communicated and disseminated in coordination with the Senior Protection Analysis Manager and relevant partners.
· Maintain constructive working relationships with partners, coordination actors, and stakeholders, promoting collaboration, transparency, and responsible data use.
· Engage with data management and analysis colleagues in other protection organizations and partners to exchange experience, share tools and support mutual capacities
· Participate in relevant PROL internal and external meetings to support with producing, updating, and sharing data and information products.
Other duties
· Carry out other duties related to protection analysis and information use as requested by the Senior Protection Analysis Manager.
· Adapt responsibilities and outputs to evolving programmatic priorities, operational constraints, and contextual developments.
Requirements
Education
· University degree in social sciences, protection studies, humanitarian affairs, international relations, data analysis, or a related field. Equivalent professional experience may be considered.
Experience
· Minimum 3–5 years of relevant professional experience in protection analysis, protection monitoring, humanitarian research, or a closely related field, including social, political, or policy analysis and research. Candidates with a background in academic or applied research outside the humanitarian sector are also encouraged to apply. Demonstrated experience in producing analytical reports, briefs, or similar written products in both English and Ukrainian.
· Experience in developing rigorous methodology for primary data collection, including design of data collection tools, sampling approaches, and quality assurance processes.

· Proven experience in both quantitative and qualitative analysis, including work with qualitative coding software such as MAXQDA, ATLAS.ti, theDEEP, or similar tools, as well as PowerBI for quantitative analysis. Experience with applying the Protection Analytical Framework (PAF) logical framework will be a strong asset.
· Proven experience working in humanitarian or conflict affected contexts, preferably within an INGO.
· Experience engaging with program teams (e.g. Case Management, Legal Aid, Child Protection, WPE, MEAL) to analyze program data and identify protection risks and trends.
Technical Skills and Knowledge
· Strong understanding of protection principles, protection risks, and protection monitoring approaches.
· Ability to analyze, interpret, and synthesize complex and diverse data sources into clear, actionable insights.
· Familiarity with area‑based analysis and/or inter‑agency analytical processes is an asset.
· Strong analytical writing skills and ability to tailor outputs for different audiences.
Languages
· Excellent written and spoken English and Ukrainian required.
