The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO – Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.
The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC’s: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.
Situated within JATEC’s support structure, the Staff Assistant (Infrastructure Management) plays a key role in overseeing infrastructure projects, daily facility operations, and compliance with relevant regulations. The incumbent ensures the effective use, maintenance, and safety of JATEC’s infrastructure, working closely with internal units, host nation authorities, and contractors to support the mission and operational effectiveness of JATEC.
Principal Duties
- Plans, programs and manages all JATEC NSIP projects.
- Develops and implements instructions, directives, plans and procedures related to the use and maintenance of JATEC infrastructure.
- Participate in infrastructure and logistic related meetings and planning processes.
- Provides operation and maintenance of the JATEC infrastructure and property, to include cooperation with the JFTC Support Unit and civil service provider for services provided by the Garrison Support Arrangement (GSA), for daily operations.
- Supervises and de-conflicts the work of the different support elements and service provider involved.
- Ensures compliance with European, Host Nation and/or Community laws, regulations and standards on health, environment and safety (HES) and occupational hygiene.
- Develops concepts and implements safety and accident prevention measures, and health protection including work humanization aspects.
- Identifies personal protective equipment required. Maintains documentation of all personnel exposed to hazards that require regular medical screening. Schedules and co-ordinates the appropriate measures.
- Serves as the point of contact for all infrastructure - related communications between JATEC, the Host Nations, and contractors.
- Plans and co-ordinates, in liaison with organizational elements, event tailored infrastructure and equipment utilization based on user requirements and available capacities.
Essential Qualifications / Experience
- Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
- Proven experience in infrastructure or facilities management, preferably in a military or multinational environment.
- Knowledge of HES and occupational health regulations.
- Experience working with Host Nation agreements or facilities transitions.
- Ability to develop and implement SOPs and infrastructure plans.
- Excellent coordination and supervisory skills.
- Familiarity with NATO structures and procedures is an asset.
Language
- English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience
- Experience of working in NATO and/or a national military Headquarters.
- Knowledge of National and NATO supply and property accounting systems.
- Working knowledge of procedures for document handling, personal and physical security.
- Experience working in a NATO military command structure.
- Practical knowledge of NATO or multinational organization missions, functions, and operations.
- Professionally accredited qualifications in administration and/or logistics.
- Polish - SLP 3333 - (Listening, Speaking, Reading and Writing) to ensure the task: Maintains liaison with Host Nation authorities and ensures the correct application of fiscal privileges, including VAT exemption.

The incumbent must exercise the highest standards of integrity, acting with persuasion, to achieve decisions which safeguard NATO’s financial interest and image. In particular:
- Demonstrates sound judgment within all areas of logistic support. Must be able to work well under pressure and have a proactive approach. Attention to detail is a key requirement.
- Displays initiative in planning ahead and can find solutions to problems that arise in the daily conduct of responsibilities including resolving breakdowns of equipment, resolving supply chain delays.
- Demonstrates excellent customer service skills, adaptability, tact, diplomacy and discipline in the conduct of their duties.
- Must be able to adapt to flexible work patterns and work as part of a team. Must be able to quickly overcome last minute issues as they arise.
- On occasions, must be able to work independently to assess the scope, level and importance of emerging issues to identify key stakeholders and the staff leads for resolution / action.
- An ability to work harmoniously and tactfully in a multi-national, multi-cultural environment.
Professional Contacts:
The incumbent entertains regular professional contacts at working level inside and outside the organization, entailing negotiation, explanation, discussion, persuasion and approval of actions.
Contribution:
The incumbent is responsible for the efficient and effective Infrastructure and logistics support to JATEC.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
