The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO – Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.
The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC’s: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.
Located within the JATEC support structure, the Staff Assistant (Infrastructure/ Logistics) plays a key role in facilitating all aspects of logistical and infrastructure support, from asset management and procurement to event coordination and inventory control. By ensuring compliance with NATO standards and maintaining close cooperation with internal and external stakeholders, the post directly contributes to the operational readiness and effectiveness of JATEC.
Principal Duties
The JATEC Staff Assistant (Infrastructure/Logistics) is responsible for supporting the planning, coordination, and provision of logistical and infrastructure support for daily operations, high-level visits, training, conferences, and other events. Key duties include:
- Supporting logistical arrangements and real-life support services for daily operations, events, and visits; planning and coordinating event specific infrastructure and equipment used in liaison with internal stakeholders.
- Maintaining the JATEC equipment pool and warehouse and preparing infrastructure and property for events; transporting and relocating furniture, equipment, and materials as required.
- Assisting in the procurement, reception, acceptance, accounting, storage, distribution, and disposal of NATO-funded expendable and nonexpendable items; supporting processes for repair or replacement of defective items.
- Supporting the accounting and management of fixed assets, plant property, capital items, and consumables in accordance with IPSAS, ACT Financial Manual, and NATO Financial Regulations; assisting in the development of PPE amortization schedules and processing documentation related to the write-off of PPE.
- Creating and maintaining capital item records and accurately recording inventory transactions using NATO Depot and Supply System (NDSS) or equivalent systems; recording services and creating serial numbers for goods as required.
- Supporting hand-over/take-over (HOTO) procedures, physical inventories, discrepancy resolution, and final inventory verification processes; maintaining property accounts and control systems, including Memorandum of Receipt and Accounts Control System (MRCS).
- Examining and inspecting JATEC international property and infrastructure for wear or defects, reporting damage, and participating in inspection teams and infrastructure planning processes.
- Maintaining communication with vendors, suppliers, and contractors; assisting in resolving procurement or delivery issues and providing technical control over contracted services as required.
- Acting as a liaison between departments to ensure seamless logistics coordination across JATEC and JFTC; supporting the Property Accounting Officer and Base Support Branch as needed.
- Receiving and responding to malfunction/damage reports, coordinating repairs and services, and informing relevant points of contact about repairs and costs.
- Coordinating access to JATEC buildings in collaboration with the JATEC Security Officer and JATEC facility management.
- Entering data into the Centralized NATO Automated Financial System (CNAFS) as an alternate receiving clerk. as required.
Essential Qualifications / Experience
- Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
- Experience in logistics, supply chain management, or administrative support within a military, NATO, or international organization environment.
- Proficiency in inventory and asset management systems such as NDSS or similar.
- Strong organizational, communication, and coordination skills.
- Ability to work independently and collaboratively in a multinational environment.

Desirable Qualifications / Experience
- Minimum 3 years of relevant experience in logistics, supply chain management, asset control, procurement, or operational logistics support, preferably within an international organization, military environment, or government agency.
- Demonstrated proficiency in inventory and asset management, including hands-on use of logistics databases or ERP systems (e.g., NDSS, Oracle, SAP, or similar).
- Familiarity with NATO or public sector logistics regulations.
- Experience supporting logistics for events, including coordination of facilities, equipment, transportation, and real life support services.
- Understanding of procurement processes, contracting standards, and asset lifecycle management in publicly funded or internationally governed organizations.
- Experience conducting physical inventory, asset tracking, and discrepancy reporting with high accuracy and attention to detail.
- Prior work in a multinational or multicultural team environment, demonstrating cultural awareness, adaptability, and strong interpersonal communication skills.
- Professionally accredited qualifications in administration and/or logistics.
- Polish: - SLP 3333 - (Listening, Speaking, Reading and Writing) to ensure the task: Maintains liaison with Host Nation authorities and ensures the correct application of fiscal privileges, including VAT exemption.

The incumbent must exercise the highest standards of integrity, acting with persuasion, to achieve decisions which safeguard NATO’s financial interest and image. In particular:
- Demonstrates sound judgment within all areas of logistic support. Must be able to work well under pressure and have a proactive approach. Attention to detail is a key requirement.
- Displays initiative in planning ahead and can find solutions to problems that arise in the daily conduct of responsibilities including resolving breakdowns of equipment, resolving supply chain delays.
- Demonstrates excellent customer service skills, adaptability, tact, diplomacy and discipline in the conduct of their duties.
- Must be able to adapt to flexible work patterns and work as part of a team. Must be able to quickly overcome last minute issues as they arise.
- On occasions, must be able to work independently to assess the scope, level and importance of emerging issues to identify key stakeholders and the staff leads for resolution / action.
- An ability to work harmoniously and tactfully in a multi-national, multi-cultural environment.

The incumbent entertains regular professional contacts at working level inside and outside the organization, entailing negotiation, explanation, discussion, persuasion and approval of actions.
Contribution To Objectives:
The incumbent is responsible for the efficient and effective Infrastructure and logistics support to JATEC.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
