Job Description
The incumbent will act as a Field Protection Coordinator overseeing and guiding activities in the area of migrant assistance (PX). He/she will coordinate the work of protection assistants and case workers, ensuring effective delivery of protection interventions. The role includes close cooperation with managers of collective accommodation centers for refugees from Ukraine, Office for Foreigners, social services, and other relevant stakeholders to ensure access to safe and dignified protection of human rights.
Responsibilities
Assist in planning, coordinating, implementing, and monitoring the operations of the Field Protection Team, taking into account the changing needs of migrants and their legal status, ensuring the highest quality of services delivered and compliance with donor requirements and IOM standards.
Supervise, provide guidance and training, coordinate, and monitor the work of field protection assistants and protection case workers.
Draft correspondence on project-related issues; compile, summarize, analyze, and present information and data; prepare and update reports highlighting noteworthy issues for the consideration of appropriate parties; identify gaps in service delivery, bring them to the attention of the supervisor, and suggest corrective measures.
Monitor budget implementation for field protection activities and propose adjustments as necessary to ensure effective and timely delivery.
Serve as the focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, and follow up on administrative actions.
Organize meetings, workshops, and training sessions; prepare training materials and participate in the delivery of capacity-building workshops.
Participate in meetings and conferences; maintain effective liaison, cooperation, and coordination with local authorities, partners, Social Assistance Centers, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
Monitor the work of implementing partners and service providers and report any non-compliance to the supervisor.
Provide inputs for the development of Standard Operating Procedures (SOPs) and concept papers, and offer general support for the development of new projects.
Regularly update the referral system in response to changes in law and the local context, ensuring accessibility to protection services for the most vulnerable groups of beneficiaries.
Identify new opportunities and areas of cooperation with social services and other relevant stakeholders capable of providing assistance to the most vulnerable groups of beneficiaries.
Perform other related duties as assigned.
Qualifications
EDUCATION
High school diploma with six years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
EXPERIENCE
Experience in administrative work, collaborating with finance and procurement departments.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
Experience in collaborating with international organizations, non-governmental organization and/or governmental institutions such social care services and law enforcement (Border Guards, police).
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience in supervising a team of minimum 3 persons;
Experience of working in a multi-cultural setting is an advantage.
SKILLS
Knowledge of a broad range of migration-related subjects, particularly protection framework in humanitarian settings.
In-depth knowledge of social work, social assistance systems, and principles of support for individuals with different legal residence statuses in Poland.
Excellent knowledge of the legal framework related to migrants’ rights and situation in Poland.
Strong analytical, reporting, and problem-solving skills.
Excellent communication, negotiation, and cross-cultural interpersonal skills.
Client-oriented approach with personal commitment, efficiency, flexibility, and proactive attitude.
Advanced Microsoft Office and administrative skills; ability to work effectively under time pressure and with minimal supervision.
Strong work ethics and commitment to humanitarian principles; demonstrated ability to meet deadlines and perform well under pressure.
LANGUAGES
IOM’s official languages are English, French, and Spanish.
For this position, fluency in Polish, English and Ukrainian is required (oral and written).
Russian, French or Spanish will be an asset.
