The Consultant will provide technical expertise to the Climate Ambition and Transparency Team to achieve this main goal: ● Improve the materials of the online course ´From Zero to Expert: Carbon Markets´. Outputs and Deliverables Output 1: Improved and finalized materials of the online course ´From Zero to Expert: Carbon Markets´, including, videos, slide decks, website text, scripts, captions, assessments quizzes, and other supporting content in English and Spanish. ● Product No. 1: Final revised and improved package of materials for the online course “From Zero to Expert: Carbon Markets,” including videos, slides, scripts, website text, captions, quizzes, and other related materials, ensuring technical accuracy, consistency of terminology, editorial quality, and an accessible, user-friendly learning experience. General considerations for all products of this consultancy: - Draft materials and revision templates will be provided by the coordinator. - The improvements to the online platform will be made by the UNEP Regional Team of the Observatory. The final goal of this consultancy is to examinate, do quality check and identify necessary adjustments to the English and Spanish versions of the 13 modules of the online course ´From Zero to Expert: Carbon Markets´ to have them ready to be publicly available on the website of the Observatory Of Carbon Markets for the LAC Region. Under the direct of UNEP’s Deputy Director for Latin America and the Caribbean, the consultant shall perform the following activities: 1. Improve and finalize the materials of the online course ´From Zero to Expert: Carbon Markets´, including, videos, slide decks, website text, scripts, captions, assessments quizzes, and other supporting content in English and Spanish. 2. Participate in meetings and activities to ensure that the adjustments are done. 3. Coordinate with the communicator and web developer of the Regional Observatory for how to make the adjustments.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). All countries in Latin America and the Caribbean (LAC) are Parties to the Paris Agreement and have submitted their Nationally Determined Contributions (NDCs), which outline their climate mitigation targets. To achieve these goals, one of the tools countries are either using, implementing, designing or exploring the use of carbon markets and carbon pricing instruments; including the market-based mechanisms created under Article 6 of the Paris Agreement, which allow parties to collaborate to meet their respective mitigation targets. While some countries in the region have made significant progress in designing and operationalizing these tools, others are in the early stages of exploration. Many countries of the region are working to comply with the participation requirements outlined under Article 6. The region has built valuable experience in both compliance and voluntary carbon markets. Countries like Mexico, Colombia, Chile and Argentina have implemented various carbon pricing instruments (CPIs), including carbon taxes and emissions trading systems. Additionally, LAC also holds a significant share of the projects transitioning from the Kyoto Protocol’s Clean Development Mechanism to the Article 6.4 mechanism. However, progress remains uneven across countries. There is a clear and recurring call for enhanced capacity-building and greater preparedness to effectively participate and use these mechanisms. The need for reliable and neutral information on carbon markets has also been highlighted, as well as the challenge posed by the predominance of English in technical materials, negotiations and relevant forums. In this line, the UNEP Transparency and Climate Ambition Team is implementing the project “Support for the Development of Integral Carbon Markets” with funding from the European Union through the Euroclima LAC Programme. This project aims to support the creation of a regional platform in LAC, focused on the development of capacities and alliances on carbon markets for the region. Additionally, it seeks to support the countries of the region in the development of public policies and MRV to support the implementation of Article 6 of the Paris Agreement and carbon markets. To help enhance understanding of these mechanisms and how they work and support the training of the technical teams in charge of these topics, a self-paced online training course on carbon markets will be developed and made publicly available for key stakeholders of the region through the Regional Observatory’s website. This Introductory Course on Carbon Markets is a self-paced, freely accessible online course hosted on the website of the Regional Carbon Market Observatory for Latin America and the Caribbean. It is designed primarily for the technical teams of the Ministries of Environment across the region; it is also open to any interested participant seeking to build foundational knowledge on carbon markets and related mechanisms. This course aims to strengthen institutional capacities and reduce the learning curve for those working on climate change mitigation and market-based approaches by providing a structured, accessible overview of how these systems function, as well as guidance on where to find additional resources for a more in-depth study. The course is composed of 13 modules organized into three thematic segments, each requiring one to three hours to complete. The following table shows the course structure: SEGMENT MODULE Fundamentals of Carbon Markets Module 1: Introduction to Climate Change and the Paris Agreement. Module 2: Fundamentals of Carbon Markets. Module 3: Carbon Market Designs. Module 4: Participation in Article 6 of the Paris Agreement. Institutional Arrangement and Infrastructure for Carbon Markets Module 5: Institutional arrangements and public policies. Module 6: Monitoring, Reporting and Verification Systems for Carbon Markets. Module 7: Actors, participation and safeguards. Module 8: Development of national carbon strategies. Carbon Market Projects and Implementation in the Region Module 9: Development of projects to reduce emissions and increase absorptions. Project life cycle. Module 10: VVB Organisms. Module 11: High integrity carbon units. Concepts of additionality, permanence, transparency, etc. Module 12: Carbon markets and nature-based solutions. Module 13: Case studies of carbon markets in Latin America. The Climate Ambition and Transparency Team is seeking a Article 6 and educational materials consultant to translate, revise, and improve the course materials, including slides, scripts, website text, and videos. The consultant will work in close collaboration with the coordinator, communications specialist, and web developer of the Regional Carbon Markets Observatory. The incumbent will be supervised by UNEP’s Deputy Director in Latin America and the Caribbean and will work home-based.

Qualifications/special skills

ACADEMIC: ● Bachelor’s degree in economics, finance, administration, political science, environmental sciences, renewable energy, international relations, engineering, communications, languages or related studies is required. PROFESSIONAL: ● Two (2) years of experience in developing, reviewing or translating knowledge products, policies, proposals or other technical content on carbon markets, climate change, energy or environmental management. LANGUAGE: ● Fluency in Spanish is required. ● Confident level of English is required. SPECIAL KNOWLEDGE AND SKILLS: ● Demonstrates integrity and ethical standards. ● Ability to work with tight deadlines and deliver high quality results on time. ● Ability to clearly and concisely explain and teach key concepts to others.
