The Salary for this position is INR 72,000/- per month, also employee will be covered with medical benefits as per WFP 's Plan. All Tax liability for payments from this contract are to be borne by the subscriber.
JOB PURPOSE
In coordination with WFP Country Office and under the supervision of Joint Secretary, Storage, DFPD) or as decided by her/him, the consultant will provide technical assistance in the implementation of the Vehicle Location Tracking System (VLTS) across seven North-Eastern states (Assam, Manipur, Tripura, Mizoram, Nagaland, Sikkim, and Arunachal Pradesh). The incumbent will support solution customization, review existing processes, and coordinate with state governments to ensure timely operationalisation of the system.
KEY ACCOUNTABILITIES (Not all inclusive)
Under the direct supervision of the Director/Joint Secretary, Storage, Department of Consumer Affairs, Food and Public Distribution, Government of India and under the technical supervision by Head of the Social Protection and Supply Chain Unit, WFP New Delhi the Consultant will be responsible to perform the following duties:
1. Technical Support VLTS development
- Support DFPD to coordinate with State Governments for the rollout of the Vehicle Location Tracking System (VLTS) across the seven North-Eastern states (Assam, Manipur, Tripura, Mizoram, Nagaland, Sikkim, and Arunachal Pradesh).
- Support the overall development of VLTS application and dashboard for enhanced tracking of PDS foodgrains.
- Assist in designing and implementing strategies to improve supply chain performance, reduce costs, or improve responsiveness within the TPDS.
2. Project Management and Monitoring
- Support DFPD to provide efficient coordination with state-level Nodal Officers to ensure regular monitoring of project milestones.
- Prepare regular reports, presentations, and official letters as required by the DFPD and WFP.
- Develop concept notes, proposals, and project plans, including assessing financial feasibility and mapping resources for state-specific deployments.
3. Systems Improvement and Data Analytics
- Provide technical assistance for improvements in VLTS systems through detailed assessments and reviews.
- Support integration of the VLTS platform with other systems and dashboards.
- Perform data analysis of PDS supply Chain networks to enhance the tracking efficiency.
- Use data analytics to monitor program status and performance, making actionable recommendations.
4. Prepare training materials and undertake capacity building for PDS stakeholders to ensure they can effectively use the VLTS tool and dashboard.
5. Prepare and compile relevant data and create detailed technical specifications for all components of the solution/implementation from various stakeholders and share with relevant WFP Country Office Programme Officers for analysis and representation.
6. Perform any other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION
Completion of secondary school education. A post-secondary certificate in the related in any of the following disciplines: Information Technology, Computer Science, Computer Engineering, Computer Applications, Mathematics, Statistics, Mathematical Statistics, Business Administration.
EXPERIENCE
• 1-4 years of progressively responsible professional experience working in large-scale technology or e-governance solutions with government or development agencies
• Experience in logistics/ supply chain operations, preferably with exposure to GIS mapping and GPS based tracking systems / IoT solutions
• Experience in MIS design, development, and data-driven decision-making.
• Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required.

• Strong technical, analytical, and problem-solving skills.
• Excellent interpersonal skills required, including strong professionally communication ability.
• Ability to manage stakeholders and build rapport to achieve the project goals & objectives.
• Be an excellent team player with an ability to work collaboratively, share information, and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results.
• Ability to work under tight deadlines and simultaneously manage tasks in an independent manner.
• Exhibit the maturity and presence required to effectively participate and contribute to meetings with senior government officials.
KNOWLEDGE:
• Understanding of the Indian Government bureaucracy and TPDS operations will be an advantage. Sound knowledge of project planning and operations management, preferably in the IT transformation or e-governance space.
LANGUAGE
Fluent oral and written communication skills in English and Hindi.
