Job Title: Programme Assistant - Field Support Unit (Baucau, Bobonaro, Manufahi and Viqueque)

The Programme Assistant (Field Support) will strengthen sub‑national government capacities and ensure effective coordination and implementation of WFP-supported activities under the Timor-Leste CSP 2026–2030. The role will support municipal authorities in National School Feeding Programme specifically Home Grown School Feeding Modality implementation, School Health and Nutrition, emergency preparedness and response, nutrition‑sensitive social protection, and local supply chain functions. 

Key deliverables include: timely and accurate field monitoring and reporting; facilitation of government and community capacity strengthening; oversight of food and cash assistance distributions (when applicable); support to school feeding and home-grown value chains including working closely with farmers group and cooperatives; coordination with municipal line ministries and partners; and ensuring protection, accountability, gender, disability inclusion, and nutrition integration standards are upheld across all field activities.

The Programme Assistant (FSU) will work under the direct supervision of the Programme Assistant (Head of FSU) and receive overall functional guidance from the Head of Supply Chain in the Country Office. 

Duties and Responsibilities:

  • Strengthen overall coordination with municipal government counterparts and line departments to ensure smooth, coherent, and effective implementation of CSP objectives and related programmes. Maintain regular communication with all relevant actors, facilitate information flow between municipal and national levels, and support harmonized planning, problem‑solving, and decision‑making across sectors.
  • Support capacity strengthening of municipal government counterparts by facilitating capacity assessments, surveys, trainings, and technical assistance across nutrition-specific and nutrition-sensitive activities, including School Health and Nutrition (SHN), Home-Grown School Feeding (HGSF), rice fortification, food safety and Mother Support Group/SBCC initiatives, as well as monitoring and evaluation tasks at municipality level.
  • Ensure accurate data management and reporting by supporting relevant personnel to correctly use simplified protocols, commodity recording tools, and reporting formats; collect and consolidate monthly data from all distribution sites; and transmit verified information to the WFP Country Office.
  • Monitor and supervise CSP activity implementation at municipal and community levels, ensuring alignment with programme guidance, standards, and timelines across school feeding, emergency response, nutrition, and capacity strengthening components.
  • Monitor and review commodity management across delivery points, including municipal storage facilities, schools, community halls, and health posts; verify receipt, storage conditions, transport arrangements, and distribution processes; and report any discrepancies, damages, or losses through appropriate channels.
  • Monitor infrastructure and fortification-related activities, including kitchen construction, storage conditions, and fortified rice distribution to schools; consolidate findings and provide timely submission of reports to the WFP Country Office.
  • Perform other duties as required to support effective programme delivery and coordination at the municipality level.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:   

  • Minimum 5 years of relevant professional work experience in the relevant area of work.  
  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.)
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions. 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:   

Education:   Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language:   Fluency (level C) in English language and Tetum. Knowledge in Portuguese is a plus.
