About the Project

An NGO based in Africa is developing a high-impact pan-African oncology initiative dedicated to improving access to breast cancer prevention, diagnosis, treatment, and care for women across Central Africa.

The project includes:

  • development of a specialized oncology center;
  • medical imaging and radiotherapy infrastructure;
  • patient support programs;
  • regional partnerships in cancer care;
  • training and medical capacity-building initiatives;
  • and the mobilization of international financing mechanisms to support long-term sustainability.

As part of this initiative, we are seeking a highly experienced international consultant specialized in health financing, oncology infrastructure financing, and public-private partnership structuring to support the financial engineering and fundraising strategy of the project.

Position Summary

The Senior International Consultant will lead the strategic structuring of financing solutions for the oncology center project and support the mobilization of international donors, development finance institutions, philanthropic organizations, and private sector partners.

The consultant will play a critical role in transforming the project into a bankable and internationally fundable initiative aligned with global health priorities and SDG 3 objectives.

Key Responsibilities

Strategic Financing & Financial Engineering

  • Design the global financing strategy for the project;
  • Structure innovative blended financing mechanisms;
  • Develop Public-Private Partnership (PPP) models;
  • Advise on sustainable operational financing frameworks;
  • Identify optimal financing combinations between grants, concessional loans, philanthropy, and private investment.

Donor Engagement & Fundraising

  • Identify and engage international funding institutions and strategic donors;
  • Prepare financing roadmaps tailored to each donor category;
  • Support high-level meetings with development banks and international organizations;
  • Lead discussions with institutional and philanthropic partners.

Potential partners include:

  • World Bank / Global Financing Facility;
  • African Development Bank;
  • International Atomic Energy Agency;
  • World Health Organization;
  • Bill & Melinda Gates Foundation;
  • Union for International Cancer Control;
  • Agence Française de Développement.

Technical & Strategic Documentation

  • Lead the preparation of bankable business plans;
  • Support feasibility studies and financial modeling;
  • Prepare donor proposals and investment memorandums;
  • Align the project with SDG 3 and global health financing priorities;
  • Develop presentations for institutional stakeholders and investors.

Oncology Infrastructure Advisory

  • Advise on oncology infrastructure financing strategy;
  • Support planning of radiotherapy, imaging, and diagnostic investments;
  • Contribute to sustainability planning for medical equipment and operations;
  • Advise on phased implementation models for cancer treatment infrastructure.

Required Profile

Education

Advanced degree (Master’s or PhD preferred) in one or more of the following fields:

  • Health Economics;
  • Public Health;
  • International Development;
  • Healthcare Finance;
  • Infrastructure Finance;
  • Business Administration;
  • or related disciplines.

Experience

  • Minimum 10 years of international experience in health financing or healthcare infrastructure development;
  • Proven experience with hospital or oncology infrastructure projects;
  • Demonstrated experience working with international donors and development finance institutions;
  • Experience in Africa strongly preferred;
  • Previous experience with radiotherapy or oncology financing projects is highly desirable;
  • Experience with PPP structuring is a major advantage.
