Important Note: this post is stationed in Kyiv, Ukraine, rated as an extreme risk location by the NATO Office of Security (NOS). Special security measures will apply for those assigned or travelling. Family members will not be relocated with the incumbent.

1. SUMMARY

The NATO Representation to Ukraine (NRU) helps implement and direct cooperation between NATO and Ukraine. The Mission Security and Safety Team (MSST) is the focal point in the Joint Intelligence and Security Division (JISD), for all security and safety requirements for staff travelling and working abroad, including coordinating security management support and oversight for the NRU.

Taking a risk-based approach and in line with the MSST guidance, the Regional Security Officer (RSO) provides technical advice, oversight and support to the NRU leadership and staff on all security/safety matters, ensuring that personnel, information and infrastructure are appropriately protected, in accordance with NATO security standards. The incumbent deputizes for the Senior Regional Security Officer (SRSO), is expected to be able to operate in semi/non-permissive environments and to work outside normal office hours, as required.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:

·possess a university degree or an equivalent level of qualification, in a relevant field;

·have at least 3 years’ experience working on security related to the protection of personnel, premises, security systems and CIS abroad;

·possess relevant experience in incident/crisis planning;

·have excellent verbal and written communication skills;

·possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one I (“Beginner”) in the other.

The following would be considered an advantage:

·experience in security and/or cybersecurity in a NATO Member State’s Government or military, in an international public organization or field work experience;

·knowledge in counter-intelligence / insider threat, open-source intelligence and the link between security and business continuity;

·knowledge of Ukrainian and/or Russian.

3. MAIN ACCOUNTABILITIES

Project Management. Under the guidance of the NRU SRSO, assume responsibility and advice on security and safety of the premises, staff and Communication & Information Systems (CIS), including cyber security support and management and oversight of access control, guard force, mobile operations and emergency preparedness.Lead or co-lead the initial management of security incidents, particularly affecting CIS and other security systems, and undertake any subsequent investigations. Contribute to the definition and implementation of security projects, by developing technical specifications, preparing requests for proposals and contributing to all security-related procurement requirements. Act as safety and fire incident manager.

     Knowledge Management. Undertake research and analysis of the threats, risks, security conditions and vulnerabilities to produce associated assessments and define adequate protective measures.

Expertise Development. Keep abreast of new and emerging security technologies to ensure that the NRU remains protected.Initiate, formulate or amend policies, plans and procedures. Ensure adherence to the NATO Security Policy and supporting directives. In coordination with the MSST, enable appropriate security measures and responses with regard to safety and security of staff. Provide education and training for security and safety.

Planning and Execution. Develop, maintain and regularly implement the security and safety plan (SSP) for the NRU. Contribute, oversee and manage security tenders and delivery by providers to enable the continued secure operation of the NRU. Plan and manage execution of contracts of the existing physical security systems and staff provided by third parties. Make appropriate proposals for the preventive and corrective maintenance and possible enhancement of these systems. Contribute to designing and conducting simulation exercises that underpin security and safety of NRU staff.

Undertake any other related tasks as required.

4. INTERRELATIONSHIPS

Reporting Line: The incumbent reports to the NRU SRSO.

Interactions: The incumbent works closely with the MSST and engages with other NOS staff as appropriate. In addition, the RSO also liaises regularly with other relevant divisions, particularly the Political Affairs and Security Policy Division, NATO HR, as well as the NCIA.The incumbent contributes to the working relationships with host nation, partner nations, commercial entities and International Organisations.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of one year; possibility of 2 renewals for up to one year (1 1 1 year).
Contract clause applicable:
This post is required for a limited period to support the NRU.  As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of one year, which may be renewed for two periods of up to one year if required to support the NRU.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a one-year definite duration contract will be offered, which may be renewed for two periods of up to one year if required to support the NRU, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
