1. SUMMARY
The NATO Representation to Ukraine (NRU) helps implement and direct cooperation between NATO and Ukraine. The Mission Security and Safety Team (MSST) is the focal point in the Joint Intelligence and Security Division (JISD), for all security and safety requirements for staff travelling and working abroad, including coordinating security management support and oversight for the NRU.
Taking a risk-based approach, the Senior Regional Security Officer (SRSO) leads and manages all security and safety requirements at the NRU to ensure that personnel, information and infrastructure are appropriately protected, in accordance with NATO security standards. The incumbent is expected to be able to operate in semi/non-permissive environments and to work outside normal office hours, as required.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
·possess a university degree or an equivalent level of qualification, in a relevant field;
·have at least 5 years’ experience working on security related to the protection of personnel, premises, security systems and CIS abroad, including experience in managing or leading teams;
·possess relevant experience in incident/crisis planning and management as well as field work experience;
·have excellent verbal and written communication skills, as well as proven presentation, briefing and chairing abilities;
·possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one I (“Beginner”) in the other.
The following would be considered an advantage:
·knowledge in counter-intelligence / insider threat, open-source intelligence and the link between security and business continuity;
·knowledge of Ukrainian and/or Russian.
3. MAIN ACCOUNTABILITIES
Project Management. Lead the security function in the NRU for security and safety of the premises, staff and CIS, including cyber security support and management and oversight of access control, guard force, mobile operations and emergency preparedness. Maintain an ongoing evaluation of risks to the NRU as well as resources for use in emergencies. Maintain office security by conducting physical security inspections of facilities, issuance of identity cards, vetting and other security requirements. Lead and support projects.
Knowledge Management. Undertake research and analysis of the threats, risks, security conditions and vulnerabilities to produce associated assessments and define adequate protective measures. Collect and administer data and information connected to the safety and security of staff at NRU.
Expertise Development. Keep abreast of new and emerging security technologies to ensure that the NRU remains protected. Initiate, formulate or amend policies, plans and procedures. Ensure adherence to the NATO Security Policy and supporting directives. In coordination with the MSST, enable appropriate security measures and responses with regard to safety and security of staff.
People Management. Lead the Security Office. Create a motivating and effective workplace. Provide in-depth mentoring, coaching and training opportunities and be available to offer guidance at critical moments. Ensure that all staff under their responsibility are clear on Organizational and NRU objectives. Provide regular and fair feedback on performance
Planning and Execution. Take full ownership, develop and maintain the security and safety plan (SSP) for the NRU. Lead, contribute, oversee and manage security tenders and delivery by providers to enable the continued secure operation of the NRU. Contribute to designing and conducting simulation exercises and trainings.
Undertake any other related tasks as required.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Deputy Senior Representative, NRU with a dotted reporting line to the MSST.
Interactions: The incumbent has direct and privileged access to the Senior Representative, NRU, in order to exercise their security authorities. The incumbent will also work closely with other relevant divisions and manages the outsourced private security company providing services to the NRU (via a designated in-country security manager). The incumbent also leads the NRU interaction with the host nation law enforcement, security and intelligence services, as well as with other diplomatic missions and International Organisations in Kyiv, to obtain relevant threat information.
