JOB TITLE: Logistics Officer
TYPE OF CONTRACT: Consultant CST- Level I

DURATION: 11 Months
BACKGROUND:
The Pacific is one of the world’s most disaster-prone regions, facing increasingly severe climate driven emergencies such as cyclones, storm surges, droughts, flooding, volcanic eruptions and tsunamis. Small and geographically dispersed island nations face unique challenges including fragile transport networks, limited storage infrastructure, and reliance on long, complex supply chains. Climate change continues to magnify the scale, frequency and unpredictability of these hazards.
Since 2015, the World Food Programme (WFP) has supported Pacific Island governments and regional organizations to strengthen national and regional emergency preparedness and response (EPR) systems across multiple domains, including:
• Logistics and supply chain preparedness (warehousing, coordination, transport, prepositioning).
• Emergency Telecommunications (ETC) and communication system resilience.
• Food security and livelihood impact analysis.
• Cash based transfer preparedness, shock responsive safety nets and delivery system design.
• Vulnerability assessment, early warning and anticipatory action.
• Information management, data preparedness and damage assessment support WFP works in close partnership with National Disaster Management Offices (NDMOs), the Pacific Community (SPC), UN agencies, NGOs, and regional mechanisms such as the Pacific Humanitarian Team (PHT) to ensure locally led, predictable and well-coordinated disaster response.
WFP leads the Pacific Logistics Cluster, supports the regional Emergency Telecommunications Cluster functions, and implements flagship initiatives including the Pacific Humanitarian Warehousing Programme (PHWP). These services and programmes strengthen national systems so governments can respond faster and more effectively when disasters strike.
ACCOUNTABILITIES/RESPONSIBILITIES:
The EPR Logistics Officer will:
• Provide technical assurance to national EPR logisticians.
• Strengthen national humanitarian logistics systems, warehousing and emergency supply chain readiness.
• Serve as primary focal point for the Pacific Logistics Cluster and represent WFP in Pacific Humanitarian Team (PHT) meetings.
• Support the integration of WFP’s logistics work with other EPR workstreams to maximize impact.
KEY RESPONSIBILITIES:
Learning and Development
• Provide daily coaching, competency development plans, and structured learning for national EPR logisticians and partners.
• Conduct skills assessments and tailor development pathways aligned with PHWP and national priorities.
• Lead on the job learning during simulations, drills, responses and after-action reviews.
• Guide national staff in applying humanitarian logistics standards, tools, and good practice.
• Be responsible for ensuring that WFP’s logistics operations are inclusive and integrate best practice in all cross-cutting areas: gender, disability inclusion, environment, accountability to affected populations and nutrition.
Strengthening National Logistics Preparedness Systems
• Provide government partners with technical expertise in:
- warehouse design, layout and standards
- stock management and inventory systems
- emergency logistics SOPs and workflows
- pre-positioning and supply chain planning
• Support PHWP warehouse systems roll out across multiple Pacific Island Countries.
• Contribute to national and regional logistics SOPs, preparedness plans and operational guidance.
• Support national logistics clusters/working groups, ensuring national authorities lead coordination.
Leadership in Logistics working groups and the Pacific Logistics Cluster
• Serve as the primary WFP focal point for the Pacific Logistics Cluster.
• Coordinate Pacific engagement in UN80 logistics workstreams, ensuring alignment with global preparedness and supply chain transformation efforts.
• Follow up, participate in, and coordinate activities related to the new Logistics Telecommunications Cluster (LTC) to ensure Pacific relevance, uptake of global tools and integration of telecoms/logistics approaches where applicable.
• Lead revitalization of the PLC to strengthen predictability, localization, partner engagement and service clarity.
• Support national logistics clusters and working groups, ensuring skills transfer and government ownership.
Emergency Response Operations
• Deploy in support of government led response operations as required.
• Provide operational oversight for surge logistics including warehousing, cargo consolidation, customs, transport and distribution.
Qualifications & Experience
Education
• Advanced degree in Logistics, Supply Chain Management, Humanitarian Action, Disaster Management, Engineering or related field;
OR
• Bachelor’s degree with significant additional relevant experience.
Experience
• 3–5+ years of humanitarian logistics and supply chain experience, including major emergency operations.
• Proven experience mentoring, coaching and uplifting national staff capacity.
• Demonstrated leadership in cluster coordination and inter agency humanitarian architecture.
• Strong background in government capacity strengthening and partnership management.
• Experience with warehouse systems strengthening, emergency logistics planning and operational optimization.
• Experience in the Pacific is an asset.
Skills

• Ability to drive cultural reset and strengthen team cohesion.
• Exceptional communication and partner engagement skills.
• Ability to simplify complex logistics concepts.
• Strong IM, analytical and organizational skills.
