General Introduction
Under article 4.2, paragraphs (d) and (e) of the Staff Regulations, the filling of vacancies in grades D1 and D2, as well as in grade P5 for all Director positions in field offices, are made by direct selection by the Director-General.

Introduction
The Director of the Information and Technology Management Department (CIO/CITO - INFOTEC) is the ILO’s central authority for information, digital and technology matters, with enterprise-wide responsibility spanning Headquarters, regional and field offices. The role provides strategic leadership and overall accountability for information management, digital transformation, data and analytics, artificial intelligence (AI), cybersecurity governance, and the delivery of secure, resilient and user-centred technology services across the global ILO.
As a member of the senior management, the CIO/CITO advises the Director-General and the Assistant Director-General for Corporate Services on the strategic use of technology and data to support organizational performance, reform objectives and risk management.
Purpose of the Position
The CIO/CITO provides strategic leadership to ensure that information, digital and technology capabilities enable the delivery of the ILO’s mandate and priorities in a complex, highly regulated and consensus-based institutional environment. The role positions technology and data as strategic organizational assets, while balancing ambition for transformation with governance, risk management, operational resilience and value for money.
The CIO/CITO integrates headquarters, regional and field requirements into enterprise strategies and investment decisions and stewards the evolution of shared or global service delivery approaches where these demonstrably add organizational value.
The incumbent works closely with senior management, department directors, field office leadership, oversight and assurance functions, and external partners, and contributes actively to corporate governance and reform processes.
The position reports to the Assistant Director-General for Corporate Services (ADG/CS).
Key Responsibilities and Duties
1. Provide strategic vision and leadership for the Organization’s information and technology management ensuring alignment with the organizational priorities,
2. Lead the development and continuous stewardship of the Organization’s information, digital and technology strategy, ensuring close alignment with organizational priorities, constraints and risk appetite.
3. Provide leadership and strategic oversight for the Department's human and financial resources, determining priorities and allocating resources for the completion and timely delivery of work products in accordance with results-based management principles. Foster a harmonious working environment and help staff members to achieve their potential. Provide leadership, guidance, training and integrated approaches to human resource and career development issues.
4. Advance digital and technology priorities within a highly regulated and consensus-based institutional environment, exercising political judgement, diplomacy and influence to reconcile diverse stakeholder expectations and organizational controls.
5. Act as a trusted senior adviser to executive management on technology, data and digital investment choices and trade-offs, including by analysing the technology market, and leading the development of high-level policy, strategy and administrative reform documents.
6. Lead digital transformation initiatives that improve organizational effectiveness, collaboration, knowledge sharing and user experience across headquarters, regional and field offices.
7. Ensure the delivery of reliable, secure and cost-effective enterprise technology services supporting global operations, balancing modernization with operational continuity.
8. Provide strategic oversight for the design and evolution of shared or global service delivery models for information and technology services, where these demonstrably enhance efficiency, consistency, resilience and value for money.
9. Lead the adoption and scaling of artificial intelligence and emerging technologies, ensuring ethical use, transparency, risk management and measurable organizational value.
10. Establish and maintain enterprise-wide governance frameworks covering architecture, digital platforms, data and artificial intelligence, cybersecurity, service delivery and technology investment management.
11. Ensure information, cybersecurity and business continuity risks are identified and managed in alignment with the Organization’s enterprise risk management framework.
12. Oversee enterprise architecture, standards and technology roadmaps, ensuring sustainability, interoperability and long-term coherence of the technology landscape
13. Provide executive leadership for information and data management, analytics and business intelligence, promoting data governance, quality, interoperability and responsible use.
14. Represent the Organization in UN system-wide and inter-agency digital and technology forums, and build strong, trust-based partnerships across the Organization as a senior adviser and collaborator.
15. Perform other relevant duties as assigned.
Desirable profile:
The set of qualifications below is indicative of the type of experience, education, language skills and competencies expected for this position.
Education
Advanced level university degree (Master’s or equivalent) in information management, information technology, computer science, digital transformation, data science, or a closely related field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience
• At least 15 years of progressively responsible experience in information, digital or technology leadership roles, including at the international level, including sustained experience at senior executive level.
• Demonstrated experience leading large, complex information or technology functions in an international, public sector or similarly complex organizational environment.
• Proven track record in digital transformation, enterprise systems, data and analytics, and technology enabled organizational change.
• Experience in managing significant budgets, large multidisciplinary teams and complex vendor ecosystems.
• Demonstrated experience in establishing, scaling and managing teams within global service delivery models, including service centres supporting geographically distributed organizations.
Languages
Excellent command of one working language (English, French and Spanish) of the Organization and a working knowledge of a second working language of the Organization. Working knowledge of a third working language of the Organization will be considered an advantage.
Competencies
In addition to the ILO core competencies, this position requires:
Technical and Strategic Competencies
• Strong understanding of enterprise information and technology management, digital platforms, data governance and emerging technologies, including AI.
• Knowledge of relevant governance and service management frameworks (e.g. COBIT, ITIL or equivalent).
• Experience governing large-scale integrated enterprise information systems (e.g. ERP platforms) and complex vendor ecosystems.
• Ability to translate organizational strategy into actionable digital and technology roadmaps and investment decisions.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
