Organizational Setting and Reporting Relationship
The position of Associate Integrity Officer is assigned to the Office of the Head (AIOD) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and Senior Officer.
Your Role
As an Associate Integrity Officer, you will provide advice to parties within and external to ADB on ADB's Anticorruption Policy, Investigation and Enforcement Framework (IEF), and other areas under OAI's mandate.
You will:
a. Policymaking and Advice
- Provide integrity advisory services aligned with international best practices to support ADB operations and strengthen policies on fraud and corruption prevention, AML/CFT, and tax transparency.
- Draft advice to ADB departments or offices on the following:
- Mitigation of integrity risks across all stages of ADB projects and activities, including policy and legal guidance on fraud, corruption, and related exposures;
- legal and contractual support, including reviewing and providing inputs on ADB policies outside of OAI but related to its mandate; and
- conflict-of-interest queries involving ADB projects, operations, and institutional contracts.
- Recommend policies to improve OAI's methodologies and related templates.
- Conduct training, seminars, and workshops and facilitate meetings to foster understanding of ADB's Anticorruption Policy requirements.
b. Investigations Advice and Appeals
- Support legal research, advice, and review of investigations-related outputs to ensure compliance with the IEF and policies.
- Help advise on sanctions matters, including debarment, cross-debarment, and suspensions.
- Contribute to the development of templates and standard operating procedures, and support the distillation of lessons from investigations to inform integrity compliance programs.
Qualifications
You will need:
- Bachelor's degree in law, economics, social sciences, international relations, or related field preferably with advanced training or certifications.
- At least 5 years of relevant work experience.
- Expertise in research and policy development, and project-related experience.
- Established reputation for integrity and fairness, and a commitment to ethical conduct in all responsibilities.
- Demonstrated proficiency in managing tasks independently and as part of a team.
- Written and verbal proficiency in English, including the ability to discuss issues and recommendations with senior levels and to produce complex briefs, reports, papers, and advice.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
