Job Description

Under the overall supervision of the Chief of Mission and the National MHPSS Officer, and with the direct supervision of the Protection Associate, the incumbent will be responsible for implementing the return and reintegration components for the Protection Programme with a strong focus on protection-centred case management in Cameroon.

The incumbent will contribute to the delivery of integrated protection services to vulnerable migrants, including victims of trafficking, unaccompanied and separated children, and other at-risk individuals, ensuring compliance with IOM’s protection standards and principles. Working in close coordination with national authorities, UN agencies, and civil society partners, the incumbent will support the identification of protection needs, referrals to specialized services, and the monitoring of reintegration outcomes. Particular emphasis will be placed on strengthening community-based protection mechanisms and ensuring safe, dignified, and sustainable reintegration in line with IOM’s Reintegration and Protection frameworks.

Responsibilities

  1. Provide support to Protection Programme in management of projects, including monitoring of activities and drafting inputs for projects reporting and development.

  2. Assist the Protection Associate with return and reintegration activities that the Protection Programme implements. This includes but is not limited to adhering to technical and administrative guidance and collaborating with IOM colleagues in Cameroon and other countries.   
  3. Support the Protection Programme’s with implementation of livelihoods activities as part of case management to persons at risk of human trafficking, exploitation, and abuse, or persons with other protection needs. This include collaborating with beneficiaries to apply and monitor livelihoods plans addressing vocational and skills development, income-generating equipment and initiatives. 
  4. Support implementation of the Protection Programme’s community initiatives that foster social and income-generating initiatives by IDPs and host community members, decreasing their vulnerabilities to trafficking, exploitation or abuse. This includes but is not limited to support with selecting communities and assisting to organize their community development projects.
  5. Assist the Protection Programme’s activities to support migrants in Cameroon with assisted voluntary return according to IOM’s procedures and available projects. Such activities may entail but not be limited to organizing pre-departure logistical assistance and liaising with other IOM offices, authorities and other external partners.
  6. Contribute to the Protection Programme’s operational role with safe and dignified return to and sustainable reintegration in Cameroon, particularly forCameroonian migrants returning voluntarily and presenting specific vulnerabilities, in line with IOM procedures and projects frameworks .
  7. Undertake duty travel based on programme need.
  8. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • High School Degree/Certificate with four years of professional work experience;

OR

  • Bachelor’s Degree in Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least two years of relevant work experience.

EXPERIENCE

  • Experience the thematic area of countering human trafficking, exploitation, and gender-based violence, and especially case management / reintegration / livelihoods  pillar. 

  • Familiarity with return and reintegration activities that IOM does globally and/or in Cameroon. 

  • Experience in liaison and cooperation with governmental authorities, UN partners and NGOs, as well as other internal and external stakeholders.

  • Exposure to emergency responses and work related to internal displacement. 

  • Previous work experience in IOM or a UN agency is preferable.

SKILLS

  • Professional skills to interact with beneficiaries who receive return and reintegration assistance. 

  • Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts. 

  • Good communication and writing skills. 

  • Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases.

IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in French and English is required (oral and written).
