The Canadian Red Cross (CRC), an iconic brand and one of the most inspirational not-for-profit organizations on this planet, is seeking a Health Coordinator to join our International Operations team in Kyiv, Ukraine.

The Canadian Red Cross (CRC) is working in partnership with the Ukrainian Red Cross Society (URCS) to support the Humanitarian Operation in Ukraine. The overall objective is to improve the access of conflict-affected populations to essential primary Health care services (including communicable diseases, non-communicable diseases (NCD) care, Mental health and psychosocial support and in other areas where the public Health system is not functioning, limited or overstretched.
Job Purpose
Due to the broad range of potential community and public health interventions that can be required in an emergency, the health coordinator duties/responsibilities may vary. The health coordinator is not expected/required to be a specialist in all areas but rather will be selected best possible match of program needs and demonstrated individual competencies.
Job Duties and Responsibilities
Responsibility 1: Technical support and coordination (70%):
a) Technical advisory support to URCS health leadership
- Support the URCS Health Unit on systemic capacity building with the potential to support in coordination and leadership activities.
- Work with the URCS Health Unit on the development of SOPs and guidelines.
- Integrate mental health and psychosocial support (MHPSS) into wider health related operations.
- Facilitate continuous and constructive communication among key stakeholders, the CRC, URCS, PNS, and other active local and international stakeholders.
- Determine how medical/epidemic surveillance is carried out in Ukraine and ensure that health team is compliant with the national minimum standards, including adherence to reporting requirements/mechanisms enforced by local authorities.
- Reinforce, when possible and appropriate, the capacity of the National Society’s volunteers through basic and/or specialized health trainings.
- Accompaniment and support of the URCS during transition period from project to program approach, with a further support during implementation phase.
b) Emergency Health Program/Operation implementation support:
- Responsible for the elaboration, implementation, evaluation, modification of the CRC health activities mentioned in CRC health strategy for Ukraine in Cherkasy, Poltava (or other region) in close collaboration with the URCS health team, the local Directorate of Health and the Health in Emergencies department at the CRC
- Ensure the health technical components of the project are implemented according to the project logic model, the Project Implementation Plan (PIP) and workplans. Support drafting of the above documents, as needed.
- Provides technical support and advice to the URCS and other team members during the planning and implementation of agreed upon activities.
- Support the set up, management and supervision Health information systems (HIS) including collection, analysis and timely, appropriate and confidential sharing/reporting of data.
- Identify training needs for staff and volunteers to allow the implementation of the strategy
c) Design of new Emergency or Recovery Health Programs/Operations
- Support the Program manager in the ongoing development of the Health Strategy to complement the current Operational strategy with a focus on transitioning as early as possible from emergency response to recovery.
- Work with the CRC long term programming team to develop a strategy beyond 2026 and communicate regularly with this team.
- Plan, manage and/or support context-specific community based epidemic control and disease prevention activities across.
- Design, manage and/or support disease monitoring and community-based surveillance activities.
- Design, manage and/or carry out monitoring and evaluation activities related to community-based activities; ensure lessons learned are shared with relevant stakeholders and/or are actioned appropriately.

Responsibility 2: Planning, Monitoring, Evaluation and Reporting (PMER) (30%):
The health coordinator will work closely and cross-functionally with the country team, any PMER staff, and/ or project partners and technical advisors based in Canada to support effective monitoring, evaluation and operational research activities related to project(s) with the aim of improving quality and service provision and providing the evidence behind the achieved results. Areas of responsibility include:
- Responsible for the data collection of the health activities for the regular reports (sitereps, monthly reports, quarterly reports), etc.
- Contribute to the preparation of annual workplans, annual and final reports.
- Contribute to supporting the design and implementation of the end-line survey.
- Support and participate in regular monitoring visits to project sites.
- Support the integration of existing lessons learned from project evaluations and reviews to further improve the implementation of the project.
- Contribute to the design and implementation of studies and operational research.
Responsibility 3: Support an Effective Team (at all times)
- Develop and maintain membership within the department and relevant project teams.
- Collaborate with colleagues to fulfil agreed upon objectives, needs, and expectations.
- Ensure program materials are disseminated and shared appropriately with the team.
- Foster teamwork by engaging in professional exchanges of experience and expertise across programs/regions and by participating in interdepartmental tasks as assigned.
- Provide support, mentorship, and backup to colleagues as required.
- Support departmental activities and complete relevant administrative tasks.
- Follow all CRC policies/procedures to maintain a safe and healthy work environment.
- Participate in emergency planning, preparation, and response as required.
- Perform other duties if required.
Working base and mobility requirements:
The position will be based in Ukraine between Kyiv. The candidate will be required on a regular basis to monitor and provide technical support of the field activities. While the coordination hub if in Kyiv, the main areas of field support will be Cherkasy, Poltava and Lviv, with possibility of expanding to other geographical areas if humanitarian situation requires it and if security context allows it.

Education
Required
University degree or equivalent
Preferred
Bachelor’s degree in public health, health management, a related field, or an equivalent combination of education and experience.
Experience

- At least 5 years’ experience in health program management with a strong community-based focus
- Experience in coordination role, project management
- Experience in monitoring and evaluation of health projects/programs
- Demonstrated experience in report writing and presentations
Preferred
- Experience working within the Red Cross/Red Crescent Movement
