This role contributes directly to NORCAP’s commitment to strengthening public systems and financing approaches that support resilient, inclusive education in crisis contexts.
You will be seconded to the Ministry of Education and Science of Ukraine (MoES) as Public Finance Analyst, supporting its efforts to sustain and reform the education system during ongoing conflict and recovery. The Ministry is focusing on ensuring safe learning environments, restoring infrastructure, and improving financing for inclusive education and mental health support across the country.
The Role
The Public Finance Analyst (Education Financing) will strengthen the Ministry’s capacity to analyse, design, and improve education financing mechanisms, with a particular focus on state budget transfers to local authorities. Success in this role means enabling more effective, transparent, and evidence‑based use of public funds to deliver safe, inclusive, and resilient education services.
This position is based in Kyiv, Ukraine and is a non-family posting. The contract runs until 31 December 2026 (with possible extension) and reports to the Deputy Minister at the Ministry of Education and Science and the NORCAP Education Thematic Manager.
As the Public Finance Analyst (Education Financing), you will take on the following responsibilities:
Role and responsibilities
- Analyse the utilisation and effectiveness of education-related public funding, including state budget transfers for infrastructure, safety measures, and learning conditions
- Support the development of evidence-based financing models for inclusive education, mental health, and priority education programmes
- Review and improve allocation mechanisms for state funding, including developing practical recommendations for reform
- Design and refine financial models and tools to support expenditure planning, forecasting, and scenario analysis
- Strengthen monitoring systems, including improving and standardising Excel-based financial tracking tools
- Prepare high-quality analytical reports, policy briefs, and advisory notes to inform decision-making by Ministry leadership
- Provide mentoring, training, and on-the-job capacity strengthening to Ministry staff to ensure sustainable use of tools and approaches
- Coordinate closely with government stakeholders, public authorities, and development partners to support aligned and effective financing approaches
Qualifications and experience
To excel in this role, candidates should possess the following qualifications and skills:
- Minimum 5–8 years of experience in public finance, budget analysis, intergovernmental transfers, or related fields
- Advanced degree in economics, finance, public administration, or a related discipline
- Proven experience with financial modelling, budget data analysis, and advanced Excel use
- Strong track record of producing analytical outputs that inform policy or operational decision-making
- Experience linking financial analysis to policy outcomes, ideally in education, social services, or infrastructure
- Fluency in Ukrainian and English is required.
