Duties and Responsibilities
The consultant will work under the direct supervision of the OGCCR Crime Prevention and Criminal Justice Officer deployed at the NAUSS Centre and the Project Coordinator at OGCCR, and under the overall guidance of the Representative for the GCC Region. The consultant will be expected to perform the following tasks: • Lead the conceptualization, development, and overall quality assurance of policy papers, studies, and guidance documents. • Provide technical leadership and substantive direction for all assigned knowledge products. • Review, revise, and finalize drafts prepared by contributing experts. • Guide research design, methodology, and analytical frameworks. • Lead the development and delivery of lectures under the Higher Diploma. • Provide academic oversight for programme development towards Master’s degree level. • Provide technical leadership and substantive direction in the conduct of the mid-term review of the implementation of the GCC Drug Control Strategy and formulation of implementable recommendations.
Qualifications/special skills
• Advanced university degree (Master’s or equivalent) in law, criminology, or other related social sciences is required. A first-level university degree in similar fields in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. • At least ten (10) years of professional experience in drug control, criminal justice, law enforcement, crime and justice prevention and/or related areas, is required. • Practical experience in conducting research and capacity-building (training, mentoring, etc.) in the field of drug control is required. • Knowledge in the field of drug control, particularly the international regime on both drug control and crime prevention (conventions, standards and norms), is desirable. • Experience in delivering training and/or technical assistance in the GCC and or the MENA region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
