Your team
Within the The Aviation Transformation Directorate, the EUROCONTROL Innovation Hub (EIH) carries out research, innovation and simulation activities to help improve European aviation performance, safety and sustainability, bridging the gap between R&D and operations. The EIH also addresses emerging new technologies as well as deployment of drones and urban air mobility systems.
You will be assigned to the Centre of Expertise (CoE) and play a vital role in coordinating and supporting projects and programmes from start to finish, ensuring efficient execution, accurate reporting and dissemination, and adherence to timelines and budgets.
Your role
Your role will be to:
- Support managers in coordinating and managing projects / programmes from inception to completion (including staff & budget planning & execution) and gather project / programme information to maintain a consolidated view of activities.
- Assist in the creation and adherence to project timelines / calendars, follow-up on activities and escalate issues to project / programme managers.
- Maintain and improve reporting to track activities, KPIs and status of work programmes, monitor effort and resources, expenditures, budget, time sheets, etc. in order to provide project / programme status, updates, reports and comparison of actual with planned progress.
- Track progress on deliverables, edit and/or correct key deliverables in coordination with internal and external contributors and project/programme managers, maintain delivery processes and all project/programme documentation, and act as administrator of the document management system.
- Develop and maintain project / programme risk registers and communication plans (presentations, contribution to publications, webpages, etc.).
- Contribute to activities relating to finance and procurement; prepare purchase requisitions, purchase orders, etc.
- Provide project / programme information to internal services involved in managing grant and consortium agreements.
- Support the development and application of quality management processes across the entire project / programme (incl. proofreading of documentation in English, data checks, formatting).
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies

Candidates must fulfil one of the following educational and professional experience requirements:
- Completion of third level studies in a relevant domain (e.g. Business, Finance, Accounting, Public Administration) meeting European Qualifications Framework (EQF) level 6 followed by a minimum of 3 years of relevant working experience; OR
- Completion of post-secondary education in a relevant domain (e.g. Business, Finance, Accounting, Public Administration) meeting European Qualifications Framework (EQF) level 5 followed by a minimum of 5 years of relevant working experience.
- Experience in project or programme management support (e.g. planning, tracking and monitoring activities).
- Experience in using project management tools such as Microsoft Planner or similar.
- Experience or knowledge in financial aspects related to project management activities.
- Experience in Office 365 including SharePoint, Teams and OneNote.
- Experience in Microsoft 365 applications would be an asset, particularly in the use of:
- Copilot
- Power BI
- Power Automate
- Understanding of the European Union's tender bidding and associated project management processes would be an asset, particularly within the frameworks of Horizon Europe and the European Climate, Infrastructure and Environment Executive Agency (CINEA) or similar frameworks.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Contract staff engaged for a determined period
- Retain their current type of contract duration.
- Continue under their existing contract duration, as contract durations are not cumulative.
- The duration of their contract will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined contract continues to apply.
- Renewal(s): This contract may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
- Conversion: Conversion to an undetermined duration contract is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
- Retain their current type of contract duration.
- If the assignment is extended, they will continue in the post in accordance with the applicable rules.
- If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their previous generic post, job level, and function group.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
- The selected candidate shall be engaged in principle at the basic grade of the advertised grades.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
