Your team

Within the Division Civil-Military Cooperation, the Military Information Systems Expert ensures civil-military technical, and systems' interoperability for the full life cycle of Data Processing supporting Air Traffic Management, including SWIM, AIM/AIS, FF-ICE, EAD and FDPS concepts and system modernization supporting EUROCONTROL activities.

This function addresses military needs through contributions to research, industrialization and deployment of technological improvements providing guidance to stakeholders. It also involves contributions to rulemaking (upon request) and training. The role entails consultation involving national military authorities, international organisations as well as other stakeholders.

Your role

Your role will be to:

  • Provide civil‑military technical expertise and guidance to support civil‑military interoperability projects and activities in the areas of AIM, ATM systems and data processing, including SWIM, in support of EUROCONTROL activities, notably Network Functions.
  • Oversee and/or contribute to the definition, development and implementation of deployment initiatives in the areas of data processing and AIM/AIS/SWIM (including regulated obligations), with the aim of enhancing civil‑military interoperability and meeting user and stakeholder requirements related to civil‑military integration.
  • Develop and contribute to studies, technical guidance and documentation supporting military and civil‑military interoperability across information system domains (e.g. SWIM, AIS, AIM, ATC systems, data processing and flight data services).
  • Deliver technical contributions to research activities, including SESAR, supporting civil‑military solutions and improvements in SWIM, AIM and data processing.
  • Provide technical support, upon request, to EASA rulemaking and standardisation activities through justifications and assessments supporting regulatory compliance in AIM/AIS and SWIM.
  • Deliver expertise and civil-military technical support and collaborate with stakeholders on civil‑military data processing and AIM/AIS interoperability, including national authorities, ANSPs, industry and international institutions (e.g. ICAO, EC, NATO) and support military involvement in NDTECH and Information Management Teams and related structures.
  • Ensure compliance with applicable aviation standards, as required (e.g. ICAO, EASA, ISO, NATO, EUROCAE/RTCA), and contribute to audits and certification processes, notably when supporting civil-military data processing and AIM/AIS interoperability.
  • Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge.

Required qualifications, experience & competencies

  • Candidates must fulfil one of the following educational and professional experience requirements:
    • Completion of third level studies in a relevant field (e.g. engineering, information technologies, computer sciences), meeting European Qualifications Framework (EQF) level 7 followed by at least 5 years relevant professional experience as a military officer or
    • Completion of third level studies in a relevant field (e.g. engineering, information technologies, computer sciences), meeting European Qualifications Framework (EQF) level 6 followed by at least 6 years relevant professional experience as a military officer.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Knowledge of military communications and information systems (CIS), including system interfacing, data sharing mechanisms, technical architectures and performance requirements.
  • Knowledge of information systems and data processing engineering domains with particular emphasis on SWIM, AIM/AIS, advanced flight data concepts and models (including Flight Object), flight planning and trajectory management, information management standards, and related data sharing networks and technologies.
  • Experience in the field of military-military and civil-military cooperation.
  • Experience working in a military environment, as a military officer (active or retired) in one of the EUROCONTROL Member States, preferably within an Air Force context, dealing with CIS, information systems and data processing.
  • Understanding of the Single European Sky initiatives and SESAR would be considered an asset.
  • Experience in research activities and cooperation with defence industry stakeholders in the field of military information and communication systems would be considered an asset.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic users at level A1/A2 of French before the end of the probation period.

    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
