Project Context and Scope

IOM Papua New Guinea (PNG) works across the humanitarian-development-peace nexus through a broad range of programming focused on disaster preparedness and response, displacement tracking and mobility analysis, climate adaptation, peacebuilding, and community resilience. IOM PNG supports government-led humanitarian coordination and response mechanisms through close collaboration with the National Disaster Centre (NDC), Provincial Disaster Centres (PDCs), UN agencies, and humanitarian partners.

IOM PNG’s humanitarian coordination and support work includes the implementation of the Displacement Tracking Matrix (DTM), Emergency Event Tracking (EET), rapid assessments, mobility tracking, information management, and digital data collection systems to support evidence-based humanitarian action and disaster response planning.

Under humanitarian response and resilience programming, IOM PNG implements activities related to shelter and non-food items (NFI), camp coordination and camp management (CCCM)-related support, WASH, protection, climate resilience, community stabilization, and anticipatory action. The mission also supports institutional capacity strengthening of Provincial Disaster Centres through assessments, trainings, and the development of operational systems and dashboards to strengthen disaster management capacities at national and sub-national levels.

Under peacebuilding and transition programming, IOM PNG implements activities focused on conflict prevention, community-based violence reduction, social cohesion, climate-induced displacement, migration governance, and durable solutions for displacement-affected communities, particularly in conflict-affected and disaster-prone areas across Papua New Guinea.

Organizational Department / Unit to which the Consultant is contributing: Displacement Tracking Matrix (DTM) 

 

Responsibilities

Under the overall supervision of the Chief of Mission and direct supervision of the DTM Officer, the successful incumbent will support the implementation of DTM information management activities, including data collection, validation, displacement monitoring, Emergency Event Tracking (EET), rapid assessments, operational coordination, and reporting, in close coordination with the Emergency and Disaster Management (EDM) Unit. The role will contribute to strengthening evidence-based humanitarian response, disaster preparedness, and displacement analysis in Papua New Guinea.

The consultant will perform the following tasks:

  1. Coordinate and supervise DTM operational activities within the designated geographical area in close coordination with the DTM Officer, field offices, government counterparts, and humanitarian partners to support displacement monitoring, disaster response, and humanitarian operations in Papua New Guinea.
  2. Lead the implementation, operational oversight, and monitoring of DTM activities, including Emergency Event Tracking (EET), rapid assessments, mobility tracking, displacement monitoring, and information management activities to ensure timely delivery of programme objectives.
  3. Supervise and provide technical guidance to field teams and enumerators in the implementation of data collection, field operations, reporting, and operational coordination activities.
  4. Support in provide updates and analysis on displacement trends, population movement, humanitarian needs, and operational activities to IOM units and partners to support evidence-based decision-making and response planning.
  5. Support the development and improvement of DTM tools, methodologies, reporting systems, dashboards, analytical products, and operational workflows to strengthen data quality, operational efficiency, and programme impact within the PNG context.
  6. Contribute to the preparation of operational reports, situation updates, analytical briefs, donor reports, displacement profiles, dashboards, maps, and other DTM information products for operational coordination and decision-making processes.
  7. Participate in humanitarian coordination meetings, technical working groups, and inter-agency forums to present DTM findings, identify information gaps, and support prioritization of assessments and response activities.
  8. Conduct regular coordination meetings with field teams and operational staff to monitor implementation progress, address operational challenges, and ensure timely follow-up of programme priorities and field activities.
  9. Ensure compliance with operational safety, security, accountability to affected populations (AAP), protection, gender, and inclusion principles within DTM activities.
  10. Deliver DTM-related trainings and capacity-building activities for government counterparts, enumerators, field teams, and humanitarian partners to strengthen technical capacities in data collection, information management, analysis, and emergency response coordination.
  11. Perform such other duties as may be assigned.

    Performance indicators for the evaluation of results

  • Quality and Timeliness of DTM Operations: Ensures timely implementation of DTM activities, including assessments, reporting, and operational deployments with accurate and quality-assured outputs across designated operational areas.
  • Coordination and Operational Engagement: Maintains effective coordination and information sharing with government counterparts, humanitarian partners, field teams, and community stakeholders to support evidence-based humanitarian response and disaster preparedness activities. 
  • Capacity Building and Technical Support: Successfully delivers DTM trainings, mentoring, and technical support activities that strengthen the capacities of staff, enumerators, government counterparts, and humanitarian partners in data collection, information management, and operational coordination.
  • Compliance and Programme Support: Ensures DTM activities are implemented in line with operational procedures, donor requirements, protection principles, accountability standards, and safety and security protocols while effectively supporting programme objectives and field operations.

Term of Payment and deliverables: The consultant will receive a monthly payment upon submission of the monthly attendance/time sheet. Payments will be as per above schedule after submission of a fully approved monthly progress report including achievements, challenges, lessons & learned and recommendations against the approved work plan. 

Qualifications

Required Qualifications and Experience

  • Bachelor’s degree in social sciences, data management, or other relevant field with minimum of 6 years of experience;
  • Relevant experience in community engagement, humanitarian response, disaster management, peacebuilding, or development programming within complex operational environments.
  • Experience implementing activities aimed at improving socio-economic conditions, community resilience, livelihoods, local economic recovery, vocational training, community stabilization, or resilience programming.
  • Demonstrated experience integrating gender, protection, inclusion, GBV considerations, accountability to affected populations (AAP), and conflict-sensitive or “Do No Harm” approaches within humanitarian or community-based programming.
  • Experience liaising and coordinating with government authorities, humanitarian partners, NGOs, community leaders, and other stakeholders in support of programme implementation and operational activities.
  • Working knowledge of programme monitoring and evaluation, impact measurement, data analysis, evidence-based programming, and operational reporting.
  • Working knowledge of impact measurement, programme monitoring and evaluation, cost-effectiveness analysis, commitment to evidence-based decision making and social impact evaluation.
  • Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team.
  • Proven experience in mobile data collection software KOBO Collect/ODK
  • Familiarity with gender mainstreaming and inclusion/protection principles
  • Fluency in English and Tok Pisin is required

    Travel: The incumbent required to travel to the field.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
