Short-term Consultancy Contract [6 months]
1. Background
Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) - with Headquarter in Berlin - Germany, is the humanitarian aid organization of the protestant church in Germany. We provide aid to people who have become victims of natural disasters, war and displacement and who lack the resources to cope with the crisis situation on their own, irrespective of religion, skin color and nationality. We also provide support in response to “forgotten disasters” that receive limited public attention and funding.

DKH’s Middle East and Central Asia Hub, based in Amman, Jordan, provides comprehensive program support to DKH Programs and local partners in the region. The hub also referred to as the MECA Type 2 Office, has four units: [1] Type 3B - Middle East Program (MEP) Unit, [2] Type 4A – Pakistan and Afghanistan 3] Type 2 Finance and Administration Unit, [3] and Type 2 Program Support Unit
Complying with DKH’s mission and in the face of the ongoing humanitarian crises in the Middle East (ME), the ME Crisis Strategy for 2024-2026 embodies a steadfast commitment to fostering dignity, resilience, sustainability, and equal partnerships. The Middle East Program (MEP) currently implements programs in Türkiye, Syria, Lebanon,Yemen, Gaza/oPT, and Iraq. Programmatically, we focus on markets and livelihoods, protection, food security, DRR and climate change impact mitigation, and emergency response.
The Greek Orthodox Patriarchate of Antioch and All the East (GOPA) established in 1994 is currently the largest faith-based and vetted low-risk organization. Through offices and service centers spread across the entire Syrian geography, GOPA-DERD’s staff and out-reach mobile teams implement a wide range of programs in 14 governorates in Syria, that address all the needs of those affected, IDPs and refugee returnees. After reaching global media visibility and recognition, GOPA-DERD and through its bilateral agreements with international partner organizations, GOPA-DERD reaches the largest number of beneficiaries, at an increasing pace with the passing of the years.
2. PURPOSE
This position is instrumental to the application of the ME Crisis Strategy by ensuring compliant and high-quality project implementation, reporting, and MEAL of the project implemented in Lattakia and Idleb and focusing on Protection, Livelihood and Social cohesion. This position is essential for enhancing the presence and visibility of Diakonie Katastrophenhilfe in Syria through active representation in front of the clusters, partner organization and the government. The position is also contributing heavily to the progress and evolution of the portfolio of Syria.
3. ROLES AND RESPONSIBILITIES
Reporting Line and Operational Coordination:
The Field Program Officer will be based in GOPA’s office in Syria and reports to DKH Country Program Coordinator (CPC) for Syria, while maintaining a functional reporting relationship with the Country Director at the Greek Orthodox Patriarchate of Antioch and All the East (GOPA) Country Office in Syria and with DKH’s Syria team. The consultant will provide technical and operational support to ensure effective project implementation, coordination, monitoring, and reporting, working in Syria while reporting to the Protestant Agency in Amman and coordinating closely with GOPA-DERD. The Field Program Officer is responsible only to fulfill the Required Responsibilities following tasks:
v Program Management and Quality Assurance
· Monitor implementation of jointly supported projects
· Ensure adherence to Project Cycle Management (PCM) standards
· Maintain compliance with donor and humanitarian standards (e.g., CHS)
· Support continuous program quality improvement
v MEAL (Monitoring, Evaluation, Accountability, and Learning)
· Conduct field monitoring and verification visits
· Support development and implementation of MEAL systems
· Ensure proper documentation, reporting, and learning integration
v Partner Coordination and Capacity Strengthening
· Work closely with local partners to ensure quality and compliance
· Provide guidance on narrative and financial reporting
· Strengthen partner systems and promote equitable partnerships
v Coordination and Representation
· Represent EWDE–DKH and GOPA-DERD in clusters, coordination forums, and stakeholder meetings
· Engage with governmental authorities where required
· Communicate joint program priorities and updates
v Operational and Administrative Support
· Support financial follow-up and budget monitoring
· Facilitate staff access and travel arrangements to Syria
· Ensure proper documentation and operational continuity
v Strategic Contribution
· Contribute to contextual analysis and country planning
· Support program development and identification of new opportunities
· Align field insights with regional and organizational strategies
4. Deliverables
Under the leadership of Middle East and Central Asia Hub Office and in coordination with The Greek Orthodox Patriarchate of Antioch and All the East (GOPA) In Syrai, The Field Program Officer will be responsible for the following key deliverables:
4.1 Program Implementation & Monitoring
· Monthly field monitoring reports covering project progress, challenges, and corrective actions
· Updated activity tracking matrix aligned with project workplans
· Field visit documentation, including beneficiary feedback and verification data
4.2 MEAL (Monitoring, Evaluation, Accountability, and Learning)
· Quarterly MEAL reports with indicator analysis and progress against targets
· Updated Indicator Tracking Table (ITT) in line with donor requirements
· Post-distribution monitoring (PDM) and outcome monitoring reports
· Complaints and Feedback Mechanism (CFM) summaries and action tracking
4.3 Reporting (Internal and Donor)
· Timely inputs to internal monthly and quarterly reports
· High-quality contributions to donor narrative reports
· Review and validation of partner narrative and financial reports
· Inputs to final and end-of-project reports
4.4 Partner Coordination & Capacity Strengthening
· Partner capacity assessment reports (baseline and periodic updates)
· Capacity strengthening and support plans for partners
· Documentation of technical support, coaching, and follow-up actions
· Reporting schedules and compliance tracking tools
4.5 Coordination & Representation
· Briefs and minutes from cluster and coordination meetings
· Stakeholder engagement and representation reports
· Updates on coordination outcomes relevant to program implementation
4.6 Financial & Operational Support
· Budget monitoring and expenditure tracking support tools
· Payment follow-up tracker with partners
· Documentation supporting staff travel and access facilitation
4.7 Strategic & Program Development
· Inputs to country context analysis and planning documents
· Contributions to proposal development and concept notes
· Needs assessments and opportunity mapping summaries
4.8 Compliance & Accountability
· Compliance checklists aligned with EWDE–DKH, GOPA-DERD, and donor requirements
· Documentation for audits and verification processes
· Safeguarding, accountability, and CHS compliance records
4.9 End-of-Assignment Deliverables (if applicable)
· Comprehensive handover report including program status and recommendations
· Updated documentation archive (reports, MEAL data, partner records)
· Final lessons learned and best practices summary
5. Duration and Timeline
The consultancy will be implemented over six (6) months, with payments linked to the completion and acceptance of key deliverables, in line with donor compliance and performance -based contracting principles.

6. SKILLS AND QUALIFICATIONS PROFILE
Interested Filed Officer- Syria should demonstrate the following qualifications:
Professional Competencies:
Project Management: Moderate experience in managing humanitarian aid and disaster risk management projects, including administrative and financial management.
· MEAL and Reporting: Experience in developing, implementing, and maintaining MEAL (Monitoring, Evaluation, Accountability, and Learning) systems, tools, and procedures; moderate reporting skills across program levels.
· Donor Engagement and Advocacy: Skills in liaising with donors, preparing reports, and supporting advocacy initiatives.
· Community Engagement and Partnership: Ability to engage with communities and households through field visits; experience collaborating with local partner organizations on equal partnership principles; capacity to work effectively within diverse teams.
· Interpersonal and Cultural Skills: Diplomacy, cultural sensitivity, moderate negotiation and conflict resolution skills; strong personal attitude including integrity, responsibility, commitment to quality, and results orientation.
Organizational and Personal Effectiveness: Highly organized, detail-oriented, able to work under pressure with minimal supervision; good time management; willingness to travel regularly; openness to learning in Project Cycle Management, MEAL, and reporting.
Qualifications
· Education: University degree in Project Management or a related field.
· Languages: Good command of written and spoken English; native-level Arabic.
· Syrian national or with the right to work in Syria.
7. Coordination and Reporting
The consultant will report technically to the Country Program Coordinator for Syria at the Protestant Agency, Amman, and coordinate operationally with GOPA-DERD in Syria to ensure alignment of project activities and compliance with partnership standards.
