Mission and objectives

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.

Context

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Strategic office context:
The Joint Government of Uganda – UNICEF Country Programme (2026-2030) provides a framework that guides UNICEF’s interventions in Uganda. Aligned to the National Development Plan IV, it supports the operationalization of the national sustainable development goals roadmap (2018). The Country Programme is an integral part of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Uganda 2026– 2030. The programme has sectoral components: Health, HIV and Nutrition; Learning and skilling; WASH, climate action and the environment; Child protection; and Social policy and Social protection. Focus is also placed on ensuring that priority cross-sectoral themes – including Teenage Pregnancy; Violence against Children (including Child labour, FGM, Child Marriage); Child Rights; Climate Action; Disability; Adolescent Development and Participation; ECD and Parenting; Data for Children; Gender and PSEA and Humanitarian Preparedness and Response – contribute to holistic results for children.

UNICEF’s programming makes use of gender-transformative and life-cycle approaches, while strengthening humanitarian-development linkages; supporting the national response to pandemics and disease outbreaks; exploring innovative solutions and fostering shared value partnerships, including with the private sector and young people.
